Job summary

Refinery is seeking a Capital Project Cost Estimator to support the Manager, Capital Project Estimating, with a portfolio of 160+ projects. You will review bids, perform material take-offs, and provide cost analyses to ensure alignment with project scope and guidelines.

The role requires a minimum of 10 years in refining, manufacturing or petrochemical cost estimating, a Bachelor's degree, and proficiency with ACCE and MS Office. Field walks and KPI reporting are also part of the job.

Qualifications

• Bachelor's degree or minimum 10 years refining, manufacturing or petrochemical experience in projects or turnarounds.
• Minimum 10 years direct experience in cost estimating for projects, turnarounds, and/or construction.
• Field Electrical & Instrumentation experience is preferred.
• Proficient using Aspen Tech Capital Cost Estimator (ACCE) is a mandatory requirement.
• Proficient using MS Office suite of software (Excel, Power Point, Outlook) including pivot tables, vlookup, charts, and linking capabilities.

Responsibilities

• Ability to provide estimating assurance on estimates submitted by engineering and construction contractors in accordance with project guidelines.
• Ability to review project documents to validate that the contractor's estimate accurately reflects project scope of work.
• Ability to perform material take-offs from project scope drawings/documents providing estimated material and labor cost for all disciplines.
• Perform estimate quality assurance and all necessary cost analysis.
• Provide feedback to engineering contractors as needed.
• Ensure revisions and corrections are correctly captured and reflected in latest estimate.
• Some experience working with conceptual estimates.
• Demonstrate aptitude to ask the right questions when building a conceptual estimate.
• Understand estimated ratios and metrics and compare against established benchmarks. Assist with KPI reporting.
• Conduct field walks to understand project scope and execution.
• Complies and participates with Motiva safety programs and rules.
• Willingness to understand the P50 estimate philosophy and to develop estimates that achieve that departmental goal.
• Validate estimate hours against schedule durations and resource loading.
• Compare actual cost data against estimate and annualize cost database.
• Perform estimate quality assurance and all necessary cost analysis.

Location: Port Arthur, TX

Duration: 1 year with option to renew

Schedule: 9/80 (Off every other Friday)

Background

• Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
• Bachelor's degree or minimum (10) years refining, manufacturing or petrochemical experience in projects or turnarounds
• Minimum (10) years direct experience in cost estimating for projects, turnarounds, and/or construction required
• Field Electrical & Instrumentation experience is preferred
• Basic understanding of Project Controls
• Experience working with engineering and procurement contractors is preferred
• Proficient using Aspen Tech Capital Cost Estimator (ACCE) (mandatory requirement)
