Job summary

King County’s Wastewater Treatment Division is seeking a Portfolio Planning & Analysis Unit Manager for a Special Duty Assignment up to 12 months. You will lead the centralized capital portfolio management framework and the PRISM information system to balance investments with public health and environmental goals.

The role supports senior leadership across capital programs, emphasizing collaboration, equity, transparency, and data-informed decision-making. Hybrid work is available.

Qualifications

• Experience leading centralized capital portfolio management for a public agency.
• Ability to guide multi-tier governance and ensure documented processes.
• Experience leading the PRISM enterprise project information system team.
• Experience serving on a senior leadership team to align strategy across the organization.

Responsibilities

• Oversee centralized capital portfolio management framework ensuring transparency and equity.
• Guide governance and decision-making with clear analysis and documented processes.
• Lead PRISM team integrating financial, scheduling, forecasting data for portfolio oversight.
• Collaborate with Finance & Administration to align portfolio planning with rate and budget processes.
• Serve on the Senior Leadership Team to share information and drive alignment.
