The City ofRichmond Police Department is seeking a Lead Analyst to join the Capital City Intelligence Center (CCIC). This role will serve as the primary point of contact for daily CCIC operations and supervise the staff who monitor camera systems to detect criminal or suspicious activity, process analytical queries alongside live events, and relay key information by radio to responding police officers.
The Lead Analyst provides operational oversight, upholds analytical and documentation standards, coordinates staffing, and serves as a subject-matter expert for Capital City Intelligence Analysts.

The anticipated hiring range is $73,672 - $92,000.
- Performing the duties of a Capital City Intelligence Analyst as needed
- Coordinating analytical work in support of active and recent criminal incidents, major events, and special operations
- Conducting advanced research using video systems, open-source media, automated license plate readers, and public safety databases
- Prioritizing tasks based on incident scope and operational demand
- Providing technical guidance, informal coaching, mentorship, and workflow direction to CCIC Analysts with varied experience levels
- Ensuring accuracy, consistency, and compliance with documentation standards across all CCIC staff
- Ensuring operational continuity beyond standard hours, including serving as designated point of contact during supervisor absence
- Ensuring adequate staffing across all CCIC operational hours, including posting overtime opportunities are posted timely and special events are staffed properly
- Training staff in systems, tools, and methodologies
- Serving as a liaison to internal divisions or external agencies during incidents or for information sharing purposes
Must be available to work all three shifts to include days, evenings, midnights, and weekends.
This position is considered ESSENTIAL PERSONNEL, and the incumbent must be available to report to work during disasters, inclement weather, and other declared emergencies.
Successful completion of a thorough background investigation is required. Please note that the Police Department background process may take up to 45 days.

MINIMUM TRAINING AND EXPERIENCE:
- High School Diploma or GED required
- Two (2) years of progressively responsible and knowledgeable work experience (sworn or non-sworn) in law enforcement or a public safety organization
- Experience working in a real-time crime center, intelligence center, 911/dispatch center, or similar public safety operation
- Experience monitoring live video surveillance systems and identifying criminal or suspicious activity
- Prior supervisory or lead experience, including training, scheduling, or evaluating staff
- Experience supporting major events, special operations, or critical incident response
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS AND EXPERIENCE:
- 3 years of supervisory experience in a law enforcement setting/Real Time Crime Center
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Must possess a valid Driver's License
- Must obtain and maintain VCIN (Virginia Criminal Information Network) certification. Training is provided on duty, and certification testing is completed within the first six months of hire
