Job summary

QED Systems, LLC is seeking a Capability Development Liaison Officer (LNO) to join our team at Ft. Belvoir, VA, supporting PM E2S2.

The role requires expert coordination between capability developers and Army requirements processes, with limited oversight to resolve complex problems. The candidate must have a Bachelor’s degree, 10+ years of relevant experience, and an active Secret clearance; familiarity with Army acquisition and PM E2S2 is essential for success.

Qualifications

  • Bachelor’s degree in a relevant technical field.
  • Ten years of direct relevant experience; an additional ten years may substitute for the degree.
  • Active SECRET clearance required.
  • Knowledge of Army acquisition processes and PM E2S2 organization.

Responsibilities

  • Identify and facilitate resolution of operational issues; act as a liaison between technical and functional areas.
  • Collaborate with customers to gather information, define problems, and design procedures to resolve them.
  • Maintain currency in relevant technologies and subject areas.
  • Identify emerging technologies that may improve processes and systems.
  • May support the Program Manager in planning and monitoring activities.
  • Serve as client liaison and coordinate with external stakeholders.
  • Develop and deliver oral presentations and explain complex material clearly.
  • Participate in special projects as required.

Salary Range: $140,000.00 To $155,000.00 Annually

QED Systems, LLC, is currently recruiting for a Capability Development Liaison Officer (LNO) to join our team at Ft. Belvoir, VA. This position will be supporting our customer, Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2) located at Fort Belvoir, VA.

Job Description

This candidate will be a recognized subject matter expert focused on integrating the Capability Developer with the Army’s existing and emerging Requirements Development processes. The Liaison will manage and coordinate information flow to exploit opportunities and optimize Program Office successes. Works with very limited oversight facilitates resolution of difficult or complex problems.

Duties
  • Identify and facilitate resolution of operational issues and act as a liaison between technical and functional areas.
  • Collaborate with customers to gather information, define complex work problems, and design procedures to resolve problems.
  • Maintain currency in understanding of relevant technologies and subject areas.
  • Identifies emerging relevant technologies that may result in improvements to current processes and systems.
  • May support the Program Manager in planning and monitoring the program activities.
  • Serve as client liaison and coordinates with external stakeholders.
  • Develop and deliver oral presentations and explain the most complex material in a clear fashion.
  • Participate in special projects as required.
  • Provide analysis of customer/user requirements and user needs.
  • Prepare responses for higher echelon tasks; coordinate reviews and provide written documentation of such reviews to executive/senior-level personnel within PM E2S2 and AFC (Army Futures Command).
  • Liaison with other executive/senior-level external Government and/or Contractor organizations at the direction of the government Project Manager or Deputy Project Manager to assist with expressing, coordinating, and refining PM E2S2 needs in response to changes associated with stakeholder materiel developers and requirements developers and PM E2S2’s mission. In some instances, these liaison duties shall be offsite to better enable closer relationships with the liaised organization.
  • Provide operations and research support to assist PM E2S2 with strategic future operations by managing and directing analyses of management problems; performing cost analyses and modeling; and providing information requirements and the formulation of scientific solutions.
  • Recommend improvements and/or modifications in sequence of operations, equipment utilization and related matters. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel.
Required Skills & Experience
  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Knowledge and understanding of operational energy and demonstrated previous strategic planning experience at the senior level.
  • Knowledge of Army power generation systems, processes, and capabilities under development.
  • Knowledge of Army organization and structure and of the PM E2S2 organization.
  • Knowledge of the military acquisition process.
  • Familiar with Army CDD Writer’s Guide Ver 4.1, (4 Aug 2023) and OSD JCIDS Manual, (30 Oct 2021).
Required Clearance
  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications
  • Bachelor’s degree required. Degree in Operations Research, Mathematics, Computer Science, Cost Accounting, or related scientific or technical discipline preferred.
  • Ten (10) years of direct relevant experience is required.
  • An additional ten (10) years of direct technical experience may substitute for the degree requirement.
Travel

Less than 25% is expected for this position. Travel may include continental United States and outside continental United States locations.

This role will be co-located with the customer and other contractors in Government office spaces.

Position Type/Expected Hours of Work

This is a full-time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.

Estimated Salary Range

Estimated Salary Range:$140,000.00 - $155,000.00, annually. This is not a guarantee of compensation or salary. This represents the typical range for fully qualified candidates for this position based on experience, geographic location, and other factors. The final offer amount may vary.
