Job summary

State of New York - Cannabis Management, Office of invites applications for a leadership role overseeing licensing and permit applications and renewals within the Operations/Licensing Unit. The position partners with Surveillance and Regulatory Compliance to establish licensing processes and ensure compliance with rules and procedures.

The incumbent will supervise staff, analyze workflows, develop procedures, and liaise with counsel.

Qualifications

• Six years of experience in one of: accounting/auditing; investigating or inspecting regulated entities and facilities; interpreting policies, rules, or laws to organizations or individuals; policy analysis and research; surveillance; quality assurance with risk assessment; economic development products/services; community outreach including vulnerable populations; negotiating or approving contracts with suppliers, distributors, federal or state agencies, or other administrative control processes.

Responsibilities

• Liaise with counsel and management on difficult licensing issues.
• Analyze operations to ensure workflows are accurate and timely per rules and procedures.
• Develop and write procedures for legislative/policy changes and implement them via supervisees.
• Reassign work and staff to meet goals and evaluate application trends and workload.
• Communicate with applicants and stakeholders verbally and in writing.
• Make recommendations on approval or denial of applications.
• Testify at administrative proceedings as needed.
• Review environmental impact of cannabis cultivation methods.
• Audit and review licensing applications processed by Licensing Examiners.
• Perform full range of supervisory functions.
