Job summary

Towson University in Baltimore seeks an experienced Construction Project Manager to lead small to mid-size campus projects from planning through completion. You will develop scopes, coordinate activities, monitor progress, and ensure delivery within university standards and funding constraints.

You will coordinate university shops, consultants, contractors, and vendors; manage budgets, prepare documentation, and ensure compliance with safety and codes.

Job description

Responsibilities and Duties
  • Project Planning & Delivery – Independently manage multiple small construction, renovation, repair, deferred maintenance, furniture, accessibility, and campus improvement projects from initial request through project completion. Develop project scopes, prepare conceptual layouts or sketches as needed, coordinate project activities, schedule work, and monitor progress to ensure successful project delivery.

  • Stakeholder Coordination & Customer Service – Meet with campus departments to identify project needs, develop practical solutions, establish project requirements, and communicate project schedules, impacts, and status throughout project execution. Serve as the primary point of contact for assigned projects.

  • Contractor & Resource Coordination – Coordinate and direct work performed by university shops, maintenance personnel, consultants, contractors, and vendors. Obtain quotes, coordinate scheduling, monitor contractor performance, resolve field issues, and verify work is completed in accordance with project requirements and university standards.

  • Budget Development & Financial Administration – Develop project cost estimates and budgets, track expenditures, process invoices, monitor available funding, maintain project financial records, and assist with budget forecasting to ensure projects remain within approved funding.

  • Procurement & Project Administration – Prepare project documentation, coordinate purchasing activities, obtain quotations, assist with procurement in accordance with university policies, maintain project files, and ensure all required documentation is completed throughout the project lifecycle.

  • Construction Observation & Quality Assurance – Perform routine site visits to monitor work progress, verify quality of workmanship, identify deficiencies, coordinate corrective actions, and help ensure compliance with applicable codes, safety requirements, and university standards.

  • Project Documentation & Record Management – Maintain project records including scopes of work, sketches, cost estimates, invoices, schedules, closeout documentation, and record drawings as appropriate for completed projects.

Qualifications and Skills
  • Bachelor's degree.

  • Three years of related work experience.

  • Working knowledge of general construction and industry accepted practices.

Basic knowledge of:

  • Life/Safety Hazmat and fire regulations

  • Word processing

  • Blueprint reading

  • Electrical, plumbing & HVAC practices

  • On site project management

  • Ability to handle multiple tasks and conflicting priorities

  • Provide supervision and coordinate the work of others

Preference for candidates that hold OSHA30, LEED, PMP certifications or advanced relevant degrees. Experience with Bluebeam and Procore preferred.
