Job summary

Rainmaker seeks a seasoned State Government Business Development professional in California to drive revenue with state programs, grants, contracts, and pilots. You will identify funding opportunities, build long-term relationships with legislators and agencies, and shape policy aligning funding with Rainmaker’s growth.

Qualifications

• 5+ years in business development, government relations, capture management, or public policy in California.
• Proven track record of winning state funding, contracts, or appropriations.
• Understanding of state budgets, grants, procurement, and policy frameworks.
• Ability to build relationships with legislators, agency staff, and external partners.
• Willingness to travel ~50% for sessions, engagements, and site visits.

Responsibilities

• Drive New Business: own revenue targets in California state programs.
• Opportunity Identification & Capture: map funding pathways and create capture plans.
• Build relationships with lawmakers, agencies, water districts, and associations.
• Engage in legislative & budget processes; prep testimony and briefings.
• Shape policies that expand Rainmaker’s market and partnerships.
• Identify and coordinate public/private partnerships to scale programs.
• Collaborate with leadership, legal, and communications to scope and proposals.
• Organize events and demonstrations for lawmakers and prospects.
• Monitor policy and market developments; report to leadership.
