Rainmaker in Nevada seeks a State Business Development professional to grow Rainmaker’s business with state government customers. You will identify opportunities in appropriations, grants, contracts, and pilot programs, while building relationships with legislators and agency staff to turn opportunities into funded work.

The role blends business development with legislative and procurement fluency, and includes coordinating public/private partnerships across public and private channels.

Qualifications

• 5+ years of experience in business development, government relations, capture management, or public policy involving Nevada state government.
• Proven track record of winning state funding, contracts, or appropriations or shaping legislative outcomes that led to funded programs.
• Understanding of state budget cycles, grants, procurement processes, and policy frameworks related to water, environment, and agriculture.
• Ability to build trusted relationships with officials and partners and manage long multi-stakeholder sales cycles.

Responsibilities

• Drive New Business: Own a revenue target tied to state-funded programs in Nevada and build a pipeline from identification to award.
• Opportunity Identification & Capture: Map funding pathways and develop multi-year capture plans across sessions.
• Customer & Stakeholder Relationships: Engage legislators, agency leaders, regulatory staff, water districts, and associations.
• Legislative & Budget Engagement: Support Rainmaker’s engagement in legislative sessions and budget cycles with testimony and briefings.
• Policy Shaping: Advocate for policies expanding Rainmaker’s market and aligning with funding opportunities.
• Public/Private Partnerships: Identify and coordinate partnerships combining state programs with private funding.
• Cross-Functional Deal Support: Collaborate with leadership, legal, and communications to scope programs and proposals.
• Events & Demonstrations: Organize site visits and forums to showcase Rainmaker’s impact.
• Market Intelligence & Reporting: Track developments and report pipeline status to leadership.
