This is a Cactus Wellhead position and is located in Houston, TX 77024.
Hybrid Schedule: 4 days in office; 1 day working from home
JOB SUMMARY: The Payroll Administrator is responsible for the accurate and timely administration of payroll and timekeeping activities for hourly employees. This position manages biweekly payroll processing, time and attendance systems, employee payroll changes, payroll-related compliance requirements, garnishments, special payrolls, and taxable fringe benefits.
The Payroll Administrator works closely with Human Resources, Finance, managers, and employees to ensure payroll information is accurate, complete, and processed in accordance with company policies, applicable laws, and established payroll deadlines. The position also maintains appropriate documentation and participates in internal and external audits.
ESSENTIAL FUNCTIONS, ROLES, AND RESPONSIBILITIES: Essential duties and responsibilities include the following.
Payroll Administration
- Process scheduled biweekly payroll for Cactus hourly employees accurately and within established payroll deadlines.
- Prepare special payroll calculations and adjustments as required.
- Process off-cycle payrolls, including final payments and other special payroll requirements.
- Process third-party sick pay and bonus payrolls for hourly employees.
- Review payroll data for accuracy and resolve discrepancies prior to payroll submission.
- Email final pay statements to terminated employees in accordance with company procedures.
- Maintain complete and accurate payroll records, supporting documentation, and reports.
- Administer the time and attendance system for hourly employees using Workforce Management (WFM) and Syteline.
- Review employee time records for accuracy and completeness prior to payroll processing.
- Work with managers and supervisors to resolve timekeeping issues, pay-rule questions, and other payroll-related discrepancies.
- Assist with system updates and employee or organizational changes that affect timekeeping and payroll.
Payroll Compliance & Audits
- Audit new hires and employee changes prior to each payroll processing cycle to ensure payroll information is accurate and properly entered.
- Maintain required payroll documentation and supporting reports for audit purposes.
- Participate in internal and external payroll audits and provide requested documentation and information.
- Ensure payroll processes comply with applicable federal, state, and local requirements and company policies.
- Maintain knowledge of multistate taxation requirements, employee tax withholding, and applicable payroll regulations.
Garnishments & Employee Payroll Changes
- Enter and maintain employee wage garnishments in accordance with applicable requirements and established procedures.
- Respond to garnishment inquiries and requests from employees, agencies, and other authorized parties.
- Review employee payroll changes for accuracy and ensure appropriate updates are reflected in payroll and timekeeping systems.
- Administer taxable fringe benefits and ensure appropriate payroll treatment and reporting.
- Process taxable benefits such as car allowances, phone allowances, lodging, and other applicable employee benefits.
- Coordinate with Human Resources and Finance as necessary to ensure accurate reporting and taxation of fringe benefits.
Quality, Safety & Compliance
- Comply with all quality, safety, health, environmental, and company requirements, policies, and procedures relevant to the position.
- Protect the confidentiality and security of employee payroll and personal information.
- Maintain accurate and organized payroll records in accordance with company retention requirements.
- Identify and communicate payroll issues that may affect employees, management, Finance, Human Resources, or compliance.
EDUCATION, TRAINING, EXPERIENCE:
- High school diploma or equivalent required
- 3+ years of payroll, timekeeping, HR, accounting, or related administrative experience preferred
- Experience processing payroll for hourly employees
- Experience with time and attendance systems
- Experience in a manufacturing or other high-volume hourly workforce environment preferred
- Experience with multistate payroll
- Experience with garnishments, off-cycle payrolls, bonus payrolls, and third-party sick pay
- Experience supporting payroll audits
- Experience with Workforce Management (WFM) and Syteline or similar payroll/timekeeping systems
- Experience with UKG or other payroll systems
CERTIFICATIONS, LICENSES, REGISTRATIONS: Payroll certification such as FPC (Fundamental Payroll Certification) or CPP (Certified Payroll Professional) is a plus
