Systems Technology Forum LTD (STF) is recruiting a senior C4ISR program lead to support NIWC LANT ship installation projects in a civilian government role. The position requires deep Navy C4ISR expertise, on-site leadership, and coordinating government and contractor teams to meet installation milestones.

The role emphasizes collaboration with ship’s force, government leads, and contractors, with a Secret clearance required and Top Secret preferred; telework is not supported and travel is not

Qualifications

• Must have at least 10 years of direct C4ISR experience or equivalent with formal training.
• Familiarity with NIWC installation processes and shipyard training requirements.
• Excellent computer skills including Outlook, Word, PowerPoint, and Excel.
• Exceptional writing, editing, and proofreading abilities.
• Bachelor's degree preferred; military background preferred.

Responsibilities

• Assists the onsite government platform manager with systems, network, security tests during ship production, availability, and trials.
• Coordinates SOVTs with ISEAs, witness testing, and crew acceptance of C4I systems.
• Prepares and sends status updates for NIWC C4I installs and maintains POA&Ms.
• Attends production meetings, monitors critical path activities, and provides SITREPs to leadership.
• Leads with Navy C4ISR knowledge across shipyard or defense integration projects.

Job Summary

Works in a diverse environment with a diverse set of individuals. Plans, oversees, coordinates, and resolves technical issues to ensure that goals and objectives are accomplished within the prescribed time frame, proactive, innovative, collaborative, and driven to achieve desired results. Supports NIWC LANT Surface Ship Integration Division by providing oversight and coordination of shipboard C4ISR installations on U.S. Navy surface ships. Ensures effective communication and collaboration with Ship’s Force, Commanding Officers, NIWC LANT AIT Managers, shipyard personnel, and contractors to resolve conflicts, maintain schedules, and achieve installation milestones. Telework is not supported. Travel is not required.

Responsibilities and Duties

• Assists the DDG onsite government platform manager with onsite technical support to include systems, network, security tests or certifications during all phases of ship production, availability, and trials.
• Coordinates the SOVTs with the ISEAs, witness testing, and crew acceptance of the C4I systems. Reviews and provides input to schedules provided by the Government Lead as they pertain to C4I systems.
• Composes and sends out status updates for NIWC C4I installs, and develops and maintains POA&Ms.
• Attends production meetings, monitors critical path activities, and provides regular SITREPs to higher authority.
• Brings strong leadership, technical knowledge of Navy C4ISR systems (CANES, DS, NAVSSI, NMT, ADNS, NAVMACS, COMSEC), and proven experience in managing complex shipyard or defense integration projects.

Required knowledge and years of experience

Must have at least (10) years of direct experience with formal training and C4ISR background. Must understand the NIWC Installation processes and procedures and shipyard processes and training requirements. Must have excellent computer skills, including the Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel). Exceptional writing, editing, and proofreading skills.

Education Requirements

Must have a High School Diploma. A Bachelor's Degree and Military background are preferred.

Clearance Requirement

Secret is required, but a Top Secret is preferred.

Salary

The minimum salary starts at $100,000 and the max is negotiable based on experience.
