Job summary

Delaware Department of Health and Social Services (DHSS) is seeking a Social Service Administrator to support policy development, program regulation and service quality across statewide initiatives.

You will monitor programs, prepare reports, and coordinate with state and community partners to ensure compliance with regulations and program goals. This role requires experience in health/human services and strong policy skills.

Qualifications

  • Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  • Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • Six months experience in developing policies or procedures.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.

Responsibilities

  • Prepares interpretative reports of program goals and services and how they meet standards and regulations.
  • Develops policies, regulations, forms, proposals, and oversees contract/procurement processes and grant applications.
  • Acts as liaison with operations staff, State/Federal agencies and community organizations.
  • Analyzes problems, applies policy to situations, and responds to information requests.
  • Serves as consultant or coordinator for special programs and projects.
  • Assesses impact of proposed rules on operations financially and programmatically.
  • May supervise professional staff involved in monitoring, projects, and clerical record-keeping.

Summary Statement

A class incumbent is involved in social service administrative work participating in the development of policies, procedures, regulations and objectives for sectional, regional or statewide social service programs which include developing proposals, policies, procedures, regulations and/or specifications for contracted services, monitoring service provision and assuring that programs and services conform to State/Federal regulations.

Essential Functions

  • Participates in developing policies, regulations, forms, proposal requests, implementing new procedures, monitors, develops, reviews, updates, negotiates contracts, and/or prepares grant applications.
  • Acts as liaison with operations' staff, State/Federal agencies and community organizations.
  • Analyzes problems, applies policy to problem situations, responds to requests for information and questions regarding services.
  • Assists as consultant, coordinator/liaison for special programs and/or projects.
  • Assesses impact of proposed rules on current operations financially and programmatically.
  • May supervise professional staff engaged in monitoring functions, special projects and/or clerical staff performing record keeping functions.
Job Requirements

JOB REQUIREMENTS for Social Service Administrator

Providing advice to other agency organizational units through consultation.

Additional Posting Information

This is a Casual/Seasonal position which is a non-pension eligible position without healthcare and/or other benefits.
