Job summary

The Department of Health and Social Services (DHSS) is seeking a Social Service Administrator to join the Instructional Materials and Resource Center and the prison braille program, including James T. Vaughn Correctional Center in Smyrna.

You will help develop policies and procedures, monitor services, and ensure compliance with state and federal regulations while collaborating with operations staff, agencies, and community partners.

Qualifications

  • Three years experience in health or human services work applying theories, principles, laws and practices.
  • Six months experience in health or human services program administration.
  • Six months experience in developing policies or procedures.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.

Responsibilities

  • Monitors, evaluates, collects and analyzes program data.
  • Prepares interpretative reports of program goals and objectives, provision of services and programs/services ability to meet standards and regulations.
  • Participates in developing policies, regulations, forms, proposal requests, implementing new procedures, monitors, develops, reviews, updates, negotiates contracts, and/or prepares grant applications.
  • Acts as liaison with operations' staff, State/Federal agencies and community organizations.
  • Analyzes problems, applies policy to problem situations, responds to requests for information and questions regarding services.
  • Assists as consultant, coordinator/liaison for special programs and/or projects.
  • Assesses impact of proposed rules on current operations financially and programmatically.
  • May supervise professional staff engaged in monitoring functions, special projects and/or clerical staff performing record keeping functions.

Summary Statement

Join a library team involved in social service administrative work participating in the development of policies, procedures, regulations, and objectives that meet the needs of the customers and the blind and visually impaired K12 population - both served by our Instructional Materials and Resource Center and prison braille program. This includes developing proposals, policies, procedures, regulations and/or specifications for contracted services, monitoring service provision and assuring that programs and services conform to State and Federal regulations.
This position will be required to work with (and on a routine basis) the Division for the Visually Impaired's prison braille program, Men With a Message, stationed at the James T. Vaughn Correctional Center (Smyrna, Delaware).

Job Requirements

JOB REQUIREMENTS for Social Service Administrator

  • Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  • Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • Six months experience in developing policies or procedures.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.
