Job summary

Texas Department of Agriculture seeks a C#/.Net Engineer / Programmer for a hybrid on-site position in Austin, TX. You will develop web-based software using .NET, Blazor, and SQL, perform root-cause analysis, and participate in the SDLC from design to deployment.

Collaborate with systems analysts and architects, present changes to customers, and ensure secure, scalable solutions with Azure DevOps/Jira integration. Some evenings/weekends may be required.

Qualifications

  • >4 years of experience in web-based software development.
  • -4 years of experience in root cause analysis and issue resolution.
  • -4 years of experience in programming with .NET technologies including C#, HTML/HTML5, ASP, Java/JSP, SQL and stored procedures.
  • -3 years of experience with Agile SDLC and SDLC tasks.
  • -3 years of experience collaborating to gather requirements and develop/maintain software.

Responsibilities

  • >Write, test, and document complex C#/.NET/Blazor programs and web-based apps.
  • -Design and implement front-end and back-end solutions using HTML5, CSS, C#, SQL, Oracle, and SQL Server.
  • -Collaborate with analysts and architects to validate requirements and model solutions.
  • -Provide ongoing support and apply changes to keep applications up-to-date.
  • -Assist with demonstrations for customer approval of proposed designs.

Remote Policy: The working position is Hybrid - On Site and Telework.
Hours: Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed. Some nights and weekends as needed.
Visa/Contracting Type: W-2 employment with benefits. Must be US Citizen, EAD, or Green Card Holder. No H1-B\'s, 1099\'s, or Corp-to-Corp.

  • 3 years, Required - Experience in intra-team collaboration for requirements gathering and software development, modifications, and maintenance
  • 3 years, Required - Experience in presenting in-person software application change demonstrations for the purposes of seeking customer approval of proposed design
  • 2 years, Required - Experience using Azure Dev Ops, Jira, or similar
  • 1 years, Required - Experience programming in C# .Net Blazor
  • 02 years, Preferred - Experience porting existing codebase from Java or Windows Forms to C# .NET Blazor

Texas Department of Agriculture requires the services of 3 Software Engineer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 2, Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture.

Performs advanced computer programming work. Develop software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigate problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.

Write, test, debug, and document complex programs, including client/server and web-based applications using C# (.Net), Blazor, and/or SQL.

Design, develop and implement specialized programs or routines to create, supplement, and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.

Work closely and coordinate with systems analysts, architects, and various business areas to gather/validate requirements, understand technical issues, limitations and model solutions that meet the functional and technical requirements.

Provide support of Texas Department of Agriculture applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level.

Extensive experience in mobile application development using Visual Studio, .NET Core 9.0, and DevExpress tools, with expertise in implementing secure and seamless payment acceptance functionality within mobile apps to deliver interactive, user-friendly, and high-performance solutions.

Perform research and analysis required specialized programs or routines to supplement and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.

Recommend improvements to processes for application development projects, as needed.

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Agriculture. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at Site. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate\'s and/or Vendor\'s expense. Texas Department of Agriculture will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Agriculture.
