Qualifications

  • Associate's Degree in Business Management, Accounting, Finance or related field.
  • One year of experience as a buyer, preferably in tribal government procurement.
  • Equivalent combination of education and experience may be considered.

Responsibilities

  • Process department initiated purchase requisitions in assigned categories using standard procedures.
  • Maintain product specifications lists and develop new specifications and alternatives.
  • Review purchase requisitions for accuracy and completeness.
  • Recommend product sources and modifications to specifications.
  • Ensure competitive procurement policies are followed and obtain price quotes as needed.
  • Prepare requests for bid/price quotations and assist with RFBs.
  • Prepare purchase orders and verify prices and conformity to specs.
  • Ensure timely delivery and reconcile receipts with POs.
  • Screen for government surplus supplies as needed.
  • Conduct cost-effective analysis of purchases and contracts.

Job description

The Buyer I will perform basic work of purchasing parts, materials, supplies, equipment, drugs, or services for the Pascua Yaqui Tribe.

  1. Processes department initiated purchase requisitions in the product categories assigned using standard Super Circular, procurement procedures, policies, and safeguards.
  2. Maintain product specifications lists; develop new specifications and product alternatives.
  3. Review purchase requisitions for accuracy and completeness.
  4. Recommend product source and product specifications modifications.
  5. Assure competitive procurement policies are followed.
  6. Seek out additional price quotations as needed.
  7. Maintain vendor files and product source list; seeks out additional sources.
  8. Prepare requests for price quotations and assists in the preparation of Requests for Bids (RFB's).
  9. Prepare purchase orders using the accounting system.
  10. Review price quotations and make recommendations regarding purchase awards.
  11. Ensure timely delivery of goods and services as outlined in the purchase order.
  12. Verify price and ensure product specifications are followed.
  13. Reconcile evidence of receipt with purchase orders.
  14. Provide assistance to departmental staff in initiating procurement needs.
  15. Screen for government surplus supplies and equipment as needed.
  16. Conduct cost effective analysis of various purchases and service contracts as needed.
  17. Notify vendors of purchase orders issued and bids awarded.
  18. Perform other duties of a similar nature or level as requested by supervisor or director.
Knowledge of:
  • Bid and Contract Preparation and Management Code of Ethics;
  • Tribal, state, and federal laws as it relates to Procurement;
  • Accounting practices and procedures for governmental procurement;
  • Computer software, Microsoft Word and Excel, and database operations; and automated accounting systems
  • Purchasing methods and techniques such as requests for quotations, oral solicitations to procure items via competitive open market processes;
  • Extensive body of accessions regulation, method, procedures, and business practices to purchase items involving specialized requirements and/or complex standard requirements;
  • Office automation equipment, services, processes, and procedures;
  • Yaqui culture, customs, resources and traditions and/or a willingness to learn.
Skills and Abilities:
  • Work effectively under pressure;
  • Communicate effectively verbally and in writing;
  • Follow verbal and written instruction;
  • Negotiate with vendors, customers, and others such as changes in the scope of contract, reasonableness of delays, monetary considerations, and liability;
  • Determine whether substitutions are acceptable or whether the procurement request should be referred to a higher level of staff for further review;
  • Keep accurate records on suppliers, commodities, purchasing statistics and financial analysis of bids, purchases, and product or service demographics;
  • Operate a variety of office equipment, including a computer, copier, and scanner, and related software applications;
  • Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions.

Associate's Degree in Business Management, Accounting, Finance or related field, one (1) year of experience as a buyer, preferably in a tribal government procurement; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Special Requirements:
  • Must possess and maintain a valid Arizona Driver's License;
  • This position will require the incumbent to work non-traditional hours, nights, and weekends.
