Qualifications

  • Bachelor's degree in Supply Chain Management or related field preferred.
  • International equivalent degrees will be considered.
  • 6–8 years of relevant purchasing, procurement, supply chain, or construction industry experience may be considered in lieu of a degree.
  • Experience supporting procurement on construction, engineering, infrastructure, or EPC projects is preferred.
  • Experience drafting and administering purchase orders and supplier agreements.

Responsibilities

  • Prepare, maintain, and monitor project bidder lists.
  • Coordinate with procurement, engineering, construction to identify purchasing requirements.
  • Prepare, issue, and administer purchase orders for materials, equipment, and services.
  • Ensure PO terms comply with project requirements and procedures.
  • Solicit and evaluate supplier quotations and proposals.
  • Participate in supplier negotiations regarding pricing, terms, and delivery.
  • Prepare negotiation plans and related documentation for approvals.
  • Communicate with suppliers to resolve issues (commercial, schedule, quality).
  • Monitor supplier performance and PO status through procurement lifecycle.
  • Administer changes to purchase orders and resolve discrepancies.
  • Coordinate with project teams to meet delivery dates and maintain records.
  • Support project cost, schedule, and material management through purchasing practices.
  • Develop relationships with suppliers and internal stakeholders.

Project Description

Our customer is a utility in Arizona looking to add approximately 2,000 MW of pumped storage energy capacity to meet growing demand across its network. We are building a high-performing joint venture team to deliver this complex EPC heavy civil project and are seeking motivated, hands-on, collaborative professionals who are problem solvers and thrive in a fast-paced project environment.

The project will utilize a lower reservoir and include the construction of a new upper reservoir through the development of new dams. The reservoirs will be connected by underground waterways tunneled through rock, allowing water to move through an approximately 1,200-foot elevation difference between the two reservoirs.

The project scope includes significant access road development, upper reservoir construction, dams and an overflow spillway, underground tunnel waterways in challenging geological and hydrogeological conditions, upper and lower reservoir inlet/outlet structures, hydromechanical equipment, an underground powerhouse, and supporting surface facilities and buildings.

Position Summary

The Buyer will support project procurement activities by developing, issuing, and administering purchase orders in accordance with project purchasing procedures and requirements.

This position will work closely with project management, engineering, construction, suppliers, and other procurement professionals to ensure materials and services are purchased efficiently, competitively, and in support of project schedule and cost objectives.

Major Responsibilities
  • Prepare, maintain, and monitor project bidder lists.
  • Coordinate with procurement, engineering, construction, and other project teams to identify purchasing requirements.
  • Prepare, issue, and administer purchase orders for materials, equipment, and services.
  • Ensure purchase order terms and conditions comply with project requirements and established procurement procedures.
  • Solicit and evaluate supplier quotations and proposals.
  • Participate in supplier negotiations involving pricing, commercial terms, delivery schedules, and other purchase order requirements.
  • Prepare and support negotiation plans and documentation for approval.
  • Communicate with suppliers to resolve commercial, schedule, quality, and documentation issues.
  • Monitor supplier performance and purchase order status throughout the procurement lifecycle.
  • Administer changes, amendments, and modifications to purchase orders.
  • Support resolution of discrepancies, claims, and other purchasing-related issues.
  • Coordinate with project teams to help ensure purchased materials and equipment meet required delivery dates.
  • Maintain accurate purchasing records, correspondence, documentation, and procurement files.
  • Support project cost, schedule, and material management objectives through effective purchasing practices.
  • Develop and maintain professional relationships with suppliers and internal project stakeholders.
Education and Experience
  • Bachelor's degree in Supply Chain Management, Business, Construction Management, Engineering, or a related field preferred.
  • International equivalent degrees will be considered.
  • In lieu of a degree, approximately 6–8 years of relevant purchasing, procurement, supply chain, or construction industry experience may be considered.
  • Experience supporting procurement activities on construction, engineering, industrial, infrastructure, or EPC projects is preferred.
Required Knowledge and Skills
  • Experience with purchasing, procurement, and purchase order administration.
  • Experience drafting and administering purchase agreements and purchase orders, with legal support as required.
  • Knowledge of supplier negotiations, commercial terms, pricing, and change management.
  • Ability to effectively communicate with suppliers, project teams, and management.
  • Working knowledge of purchase order administration procedures and documentation.
  • Familiarity with home office and field purchasing processes on multidisciplinary construction projects.
  • General knowledge of engineering and construction contracting, purchasing, procurement, and material management practices.
  • Understanding of applicable commercial regulations, policies, procedures, and industry purchasing practices.
  • Strong planning, organization, and scheduling skills.
  • Ability to manage multiple procurement activities and priorities simultaneously.
  • Strong attention to detail and documentation accuracy.
  • Strong problem-solving and negotiation skills.
  • Ability to work collaboratively in a fast-paced project environment.
  • Experience supporting project purchasing and purchase order administration from initial solicitation through closeout.
