Job summary

The University of Houston is seeking an experienced buyer in the Purchasing department to manage complex transactions and ensure cost-effective procurements. You will author and issue RFPs, RFQs, and ITBs, interpret policies for departments, and resolve procurement issues with vendors.

Description:

1. 1. Processes complex and technical purchasing transactionsaccording to state and federal statutes, and institutional policiesand procedures.
2. 2. Writes and distributes highly technical request for proposals(RFP), request for quotes (RFQ), and invitations to bid (ITB).
3. 3. Interprets and communicates purchasing procedures todepartments; assists departments in initiating requisitions andorders and resolves purchasing problems between department andvendor.
4. 4. Monitor records regarding pricing and ordering of materials,prepares report analysis and make recommendations.
5. 5. Conducts on-going research to remain apprised of the mostcurrent market trends and techniques to ensure the mostcost-efficient purchases.
6. 6. May provide guidance and direction to entry level Buyers.
7. 7. Performs other job-related duties as assigned

MQ: Requires a thorough understanding of both theoretical andpractical aspects of an analytical, technical or professionaldiscipline; or the basic knowledge of more than one professionaldiscipline. Knowledge of the discipline is normally obtainedthrough a formal, directly job-related 4 year degree from a collegeor university or an equivalent in-depth specialized trainingprogram that is directly related to the type of work beingperformed.

Requires a minimum of five (5) years of directly job-relatedexperience.
