This position exists to strengthen the University's procurement function by shifting resources from transactional purchasing to strategic sourcing and contract management. The position independently manages moderately complex procurement activities, including formal competitive solicitations, contract administration and procurement consulting for campus departments. By analyzing institutional spending, establishing strategic contracts, providing procurement guidance and identifying opportunities for continuous improvement, this position will help maximize purchasing value, improve operational efficiency, ensure regulatory compliance and support the University’s long-term procurement objectives. This position has authority to make procurement decisions and commit the University to purchase goods and services up to a dollar amount determined by institutional policy.
Reports to Assistant Director of Procurement. This position has no direct supervisory responsibilities at this time. Future supervisory responsibilities may be assigned based on departmental needs. This position is not responsible for developing or managing a departmental budget. Exercises delegated procurement authority to independently manage assigned procurement activities within established purchasing thresholds. Authorized to conduct competitive procurement processes, issue purchase orders, administer contracts, and commit University funds through authorized procurement transactions in accordance with applicable laws, regulations, and University policies.
