You will guide cross-disciplinary teams in delivering financial planning, analytics, and program management solutions for the Navy.

The ideal candidate has extensive C4ISR and DoD acquisition program leadership experience, proficiency in data integration and enterprise BI tools, and a preference for candidates

• Ten years' C4ISR Business Systems experience.
• Eight years in design/development, production, installation, and test & evaluation.
• Four years as DoD C4ISR Acquisitions Program manager with staffing, scheduling, and bids.
• Active Secret or Top Secret clearance preferred.

• Knowledge of FAR and DoD procurement policies.

Lead Mission-Critical Programs Supporting the U.S. Navy Join a team dedicated to advancing the mission of the U.S. Navy by delivering innovative Business Intelligence (BI), data analytics, and program management solutions that directly support Naval Information Warfare Center (NIWC) Atlantic. We are seeking an experienced Business Systems Project Manager to lead high-impact initiatives that strengthen decision-making, financial management, and operational readiness across the Department of the Navy. This is an outstanding opportunity for a seasoned leader with extensive experience managing complex Department of Defense (DoD) C4ISR acquisition programs, business intelligence initiatives, and multidisciplinary technical teams. About the Program Our team supports Naval Information Warfare Center (NIWC) Atlantic, the Navy's premier organization for delivering secure and innovative Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) capabilities. As part of this mission, the Business Systems Project Manager will oversee efforts supporting the Business Intelligence Environment (BIE), a mission-critical enterprise platform that integrates business analytics, financial planning, and program management data to provide predictive and prescriptive decision support across NIWC Atlantic. The successful candidate will lead teams responsible for:

• Advanced business and financial analytics
• Enterprise reporting and dashboard development
• Financial reviews and budget analysis
• Metrics development and performance assessments
• Program planning and execution Key Responsibilities
• Lead the execution of complex DoD Business Intelligence and analytics programs supporting NIWC Atlantic.
• Manage multidisciplinary teams delivering business, financial, and programmatic support services.
• Oversee project planning, scheduling, risk management, staffing, and contract performance.
• Direct business analytics initiatives supporting predictive and prescriptive decision-making.
• Support acquisition planning, budgeting, funds execution, and program lifecycle management.
• Monitor program performance using established metrics and provide executive-level reporting. Required Qualifications Education: BS degree in Business or Statistics, Mathematics, or Management Information Systems. Experience: Candidate must possess:
• Ten (10) years of direct work experience with C4ISR Business Systems.
• Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of Business Systems.
• Four (4) years as manager of DoD C4ISR Acquisitions Program, to include: o Supervising project personnel and/or team o Scheduling work o Writing proposals and/or preparing bids o Experience ordering and/or transporting equipment and material. o Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures and o Excellent written and oral communications abilities commensurate with this management role. Experience requirements may be achieved simultaneously
• Specific experience Ten (10) years' experience in complex data integration projects and successful Business Systems implementations experience is required. Note: Experience may be achieved simultaneously. Preferred Qualifications
• Active Secret or Top Secret security clearance
• Experience supporting NIWC Atlantic, NAVWAR, SPAWAR, or other Navy organizations
• Experience with DoD Enterprise Resource Planning (ERP) systems
• Knowledge of Business Intelligence platforms, enterprise reporting tools, and analytics environments
• Experience supporting Data Science, Predictive Analytics, or Analytics Maturity Model initiatives
