Job summary

General Dynamics Information Technology is seeking a Business Systems Analyst to support the United States Postal Service in Washington, DC. The role focuses on project management, requirements, and testing to ensure reliable mail data specifications and system functionality.

The ideal candidate has 5+ years of experience, PMP/CSM preferred, and familiarity with AGILE and SDLC processes. Onsite work and a public trust/other clearance path are part of the opportunity.

Qualifications

• Bachelor's degree or equivalent with 4 additional years of related work experience.
• 5+ years of related experience in technology or software development.
• Experience with requirements management tools (ALM, VersionOne, JIRA, Confluence).
• Experience with software testing tools (UFT, Selenium).
• Experience with databases and analytics tools such as SQL and BI tools.

Responsibilities

• Project management and oversight for USPS-related systems.
• Develop SRS documents to support functional requirements (Mail.dat and Mail.XML).
• Maintain technical specifications and guides for new or revised functionality across systems.
• Support CAT testing, develop test scripts, and document results with RTM.
• Participate in mail industry meetings and MTAC workgroups.

MEANINGFUL WORK AND PERSONAL IMPACT

• Project management and project oversight
• Develop software requirement specification (SRS) documents to support functional requirements affecting the technical file specifications (Mail.dat and Mail.XML).
• Manage, update, and maintain all currently supported technical specifications and guides and develop new ones as necessary in support of new or revised functionality across systems.
• Customer Acceptance Testing (CAT) to provide support to review Technical Requirement Documents (TRD), develop and update test scripts, perform customer acceptance testing, perform production validation through smoke testing and functional testing, document testing outcome and provide artifacts, provide TLSC documentation and Requirement Traceability Matrix (RTM).
• Provide expert personnel to meet with and participate in mail industry meetings/forums and Mailer Technical Advisory Committee (MTAC) workgroups, task groups and user groups.
• Development of performance metrics to track and report status of Customer Acceptance Testing.
• Automated test script development
• Develop training materials, Standard operating procedures (SOP) and guides as it relates to impacted CPPP applications.
• Other related duties as assigned.

Education

• Bachelor's Degree; OR in lieu of degree, an additional 4 years of relevant work experience is required

Required Certifications

• Project Management Professional (PMP) or Certified Scrum Master (CSM) Certification

Required Experience Level

• Minimum of 5-7 years’ experience, in technology or software development preferred.
• Experience as a business analyst, Certified Business Analysis Professional (CBAP) preferred.
• Experience with requirements management tools. (examples include Application Lifecycle Management (ALM), VersionOne, JIRA, Confluence)
• Experience with software testing tools. (examples include Unified Functional Testing (UFT), Selenium)
• Experience with database tools and developing analytics solutions using tools like MicroStrategy, Oracle SQL, Teradata
• Experience using O365 suite (Word, Excel, PowerPoint, Project, Access, Visio, Teams, Workflow, Power BI)
• Experience with USPS Technical Solution Lifecycle (TSLC), or other industry Software Development Lifecycle (SDLC) methodologies.
• Experience managing or leading IT projects using Waterfall and Agile Methodologies

Preferred Experience

• Mail.DAT and Mail.XML are fundamental to the electronic data exchange of mailing information. Experience with Mail.DAT, and Mail.XML specification (highly desired but not required).
• Demonstrated experience with automation testing tool using Artificial Intelligence (AI) or similar

Security Clearance Level

• Must be able to obtain and maintain a Public Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
• This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

The likely salary range for this position is $72,877 - $98,599. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
