SUMMARY
Under general supervision, the Business Systems Analyst analyzes, develops, and documents user requirements, business processes, and technical solutions; provides project support/management and research; performs post‑implementation support of enterprise‑wide software systems; proactively identifies opportunities to improve value from application process improvement and participates in other operational activities of the IT department.
ESSENTIAL FUNCTIONS
- Serve as the primary IT systems advisor on one or more application systems and provide functional assistance to departmental customers regarding use of application systems.
- Participate in regular communication and consultation with application vendors to ensure software is up to date with latest patches and updates, and coordinate selection, testing, and implementation of all relevant application software patches, updates, and hotfixes.
- Troubleshoot reported functionality issues and develop remediation plans and procedures.
- Provide analytical and technical assistance relative to identification, development, implementation, and maintenance of application software solutions for customer departmental business needs.
- Consult with IT staff and departmental customers on the development, maintenance and use of applications, test plans and procedures.
- Assist with development, maintenance, and regular use of training materials associated with applications, identify weaknesses in customer understanding of supplied training material, and develop additional training courses and/or clips to mitigate identified weaknesses.
- Develop and distribute communication materials relevant to supported application systems, such as FAQs, application “tips and tricks”, upcoming software version/patch management information.
- Coordinate and assist with development, testing, and implementation of new custom production and/or ad hoc application system reports; support customers with new and existing ad hoc reports; understand customer reporting needs and convert them to technical specifications for development of custom reports.
- Fully analyze and document existing business processes; identify and document proposed business process improvements.
- Participate in technical solution design.
- Develop bid requirements for software upgrades and review submitted bids for compliance with requirements.
- Authorize and oversee deployment, monitoring, maintenance, development, and support of software based on department need.
- Serve as back‑up support to one or more applications specialist staff.
- Perform other duties as required or assigned.
- Be available to work when required to provide for the safety and well‑being of the general public, including delivery and restoration of vital services during emergencies.

MINIMUM QUALIFICATIONS
Required: Bachelor's degree from an accredited four‑year college or university with major coursework in computer science, computer information systems, or equivalent combination of training and experience leading to the described level of knowledge and skill, plus at least three years of responsible IT operations experience. Must have a valid Texas driver’s license.
LICENSE AND CERTIFICATION
