Job summary

County of Galveston is seeking an IT Business Systems Manager to oversee the County’s business applications environment, including enterprise, departmental, and line-of-business systems. You will lead a team, coordinate deployments, and align solutions with security and governance standards.

Qualifications

  • Bachelor’s degree in computer science, information systems, software engineering, or a closely related field; or an equivalent combination of education, training, and experience.
  • Eight years of progressively responsible information technology experience involving business applications, application development, systems integration, systems administration, or related functions, including a minimum of two years of supervisory or technical leadership experience.
  • Experience in enterprise, departmental, or line-of-business application administration and support, SQL Server or comparable relational databases, systems integration, APIs, data exchange, and lifecycle management.
  • Software development or scripting using C#, .NET, Java, PowerShell, SQL, or comparable technologies; reporting and automation (SSRS, SSIS) and knowledge of security, change management, and documentation.

Responsibilities

  • Supervises, directs, and evaluates assigned staff; provides technical and operational guidance; mentors and develops team members; and completes employee performance appraisals.
  • Coordinates and assigns work; establishes priorities and schedules; monitors progress and service delivery; maintains standards.
  • Manages the support, administration, maintenance, configuration, and enhancement of enterprise, departmental, and line-of-business applications across County departments.
  • Directs application lifecycle activities, including implementations, upgrades, patching, integrations, migrations, modernization, replacement, and retirement of supported systems.
  • Establishes operational standards and procedures for configuration, development, integration, testing, deployment, documentation, change management, and support.
  • Evaluates performance, supportability, technical debt, vendor performance, and lifecycle risks; recommends modernization, consolidation, or replacement.
  • Collaborates with departments and stakeholders to translate operational requirements into technical solutions; ensures cybersecurity practices and governance.

The position provides leadership and technical direction for application support, administration, development, integrations, reporting, and related functions and ensures effective lifecycle management of supported systems. The position supervises professional technical staff and works with County departments, vendors, project teams, and other Enterprise Services functions to ensure applications are reliable, secure, supportable, and aligned with established technology standards, architecture, security requirements, and governance.**Duties and Responsibilities****The functions listed below are those that represent the majority of the time spent working in this class.
