Qualifications

  • Requires a bachelor’s degree in information technology, computer science, information systems, or a closely related field.
  • Requires three years of progressively responsible experience in enterprise or business applications, systems analysis, application support, development, or integration.
  • Experience with enterprise, departmental, or line-of-business application administration and support.
  • Experience with database technologies, data exchange, and automated processes.
  • Software development or scripting using C#, .NET, Java, PowerShell, SQL, or comparable technologies.
  • Experience with reporting and data integration tools such as SSRS or SSIS.

Responsibilities

  • Provides technical and functional administration, configuration, maintenance, support, and troubleshooting for assigned applications.
  • Serves as a primary technical resource and maintains advanced knowledge of system functionality and integrations.
  • Investigates and resolves complex incidents and service requests; performs root-cause analysis.
  • Manages incidents, requests, and enhancements through the ticketing system per SLAs.
  • Develops and maintains configurations, workflows, reporting, and data exchanges within assigned areas.

General Description

The purpose of this class is to provide technical and functional support, administration, analysis, configuration, integration, and lifecycle support for enterprise, departmental, and line-of-business applications. The position independently analyzes application and business process issues; develops and implements technical solutions; supports system implementations, upgrades, integrations, and enhancements; and serves as a senior technical resource to County departments and other Information Technology staff. The position requires technical knowledge, independent judgment, and the ability to translate operational requirements into effective and supportable technology solutions.

Duties and Responsibilities
  • Provides technical and functional administration, configuration, maintenance, support, and troubleshooting for assigned enterprise, departmental, and line-of-business applications.
  • Serves as a primary technical resource for assigned applications and maintains advanced knowledge of system functionality, configuration, integrations, dependencies, data, security, and related business processes.
  • Investigates and resolves complex application incidents, problems, and service requests; performs root-cause analysis; identifies recurring issues; and implements or recommends appropriate corrective actions.
  • Manages assigned incidents, service requests, enhancements, and other application work through the departmental ticketing system and completes work in accordance with established priorities and service level expectations.
  • Develops, maintains, and supports application configurations, workflows, reporting, integrations, interfaces, APIs, data exchanges, automated processes, and related technical components within assigned areas of responsibility.
  • Uses relational databases, query tools, reporting technologies, and other technical resources to analyze data, troubleshoot application issues, evaluate system performance, and support operational requirements.
  • Analyzes business and operational requirements and partners with County departments to evaluate application capabilities, identify process improvements, and develop appropriate technical solutions.
  • Provides advanced technical support for application implementations, upgrades, migrations, enhancements, and modernization initiatives, including configuration, testing, data validation, deployment, documentation, and transition to operational support.
  • Works with software vendors and service providers to troubleshoot issues, coordinate technical support, evaluate product capabilities, and resolve escalated problems.
  • Develops and maintains technical and functional requirements, system documentation, test plans, support procedures, knowledge articles, and other documentation necessary to support assigned applications.
  • Provides technical guidance, knowledge transfer, and assistance to Applications staff and other Information Technology personnel and may lead application-related technical activities or work efforts within assigned areas of responsibility.
  • Ensures application changes and support activities are performed in accordance with established change management, cybersecurity, testing, documentation, and technology governance requirements.
  • Collaborates with other Enterprise Services functions to troubleshoot issues, support technology initiatives, and ensure applications operate effectively within the County’s technology environment.
  • Performs related work as assigned.
Minimum Education and Experience Requirements
  • Requires a bachelor’s degree in information technology, computer science, information systems, or a closely related field; or an equivalent combination of education, training, and experience.
  • Requires three years of progressively responsible experience in enterprise or business applications, systems analysis, application support, application development, systems integration, database technologies, or a closely related field.
  • Requires experience in several of the following areas: Enterprise, departmental, or line-of-business application administration and support.
  • Microsoft SQL Server or comparable relational database technologies.
  • Systems integration, interfaces, APIs, data exchange, or automated processes.
  • Application configuration, workflow development, or system administration.
  • Application implementations, upgrades, migrations, testing, and lifecycle support.
  • Software development or scripting using C#, .NET, Java, PowerShell, SQL, or comparable technologies.
  • Reporting, data integration, and automation technologies, including SSRS, SSIS, or comparable tools.
  • Application security, access controls, change management, and technical documentation.
  • Business and systems analysis and translation of operational requirements into technical solutions.
  • Requires effective analytical, problem-solving, communication, documentation, and customer service skills.
Physical Demands/Work Environment

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. The work is primarily performed in an office environment and requires prolonged periods of sitting and use of computers and other standard office equipment. The employee may occasionally stand, walk, bend, stoop, reach, and lift or move equipment or materials weighing up to 25 pounds. The position may require travel between County facilities and work outside of normal business hours to support system implementations, upgrades, maintenance activities, or operational emergencies.

Emergency Preparedness Tier Level: 2

Special Certifications and Licenses
  • Must maintain CJIS Compliance.
  • Must possess a valid TX Driver’s license.

Salary: $76,196.00
