Job summary

California State Lottery is seeking a Business Solutions Architect to lead enterprise gaming-related business architecture and ensure IT systems align with strategic goals. The role focuses on current and future state analyses, business capability mapping, and use case understanding across IT domains, with hybrid telework from Sacramento.

Responsibilities include steering business tech management, IT project management, software, and systems engineering efforts, and reporting to ITSD leadership.

Qualifications

  • Experience with project management and Enterprise Architecture best practices; documents processes.
  • Self-motivated with proactive cross-team communication to meet time-critical deliverables.
  • Expert level experience leading and communicating across project teams.

Job description

Under general direction of the Information Technology Services Division (ITSD), Enterprise Architecture Information Technology (IT) Manager I, the Business Solution Architect demonstrates a depth of leadership and expertise on a wide array of enterprise gaming-related functions and is responsible for ensuring California State Lottery (Lottery) business and Information Technology (IT) systems align with the organizations strategic goals and objectives. General responsibilities focus on the business architecture which involves current state analysis and future state determination, business capability analysis, use case analysis, and understanding of the IT landscape by business area. The duties for this position are focused in the Business Technology Management, IT Project Management, Software, and System Engineering domains; however, work may be assigned in other domains as needed.

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The Business Solutions Architect will work in a fast-paced environment, with competing priorities, and critical deliverables.

a. Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.

b. Travel: Statewide overnight travel may be required.

c. Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside normal business hours.

  • Experience in developing and maintaining As-Is, To-Be business flow diagrams for business applications working with business Subject Matter Experts.
  • Experience in creating user stories and epics to capture requirements to track the development of application features and functions.
  • Experience eliciting requirements through interviews, document analysis, requirements workshops and JAD sessions to produce all necessary functional and technical requirements.
  • Experience in developing and maintaining application requirements through a requirements repository.
  • Experience with public speaking, communicating and translating complex technical concepts to non- technical team members.
  • Experience with project management and Enterprise Architecture best practices; and the ability to document processes and procedures as needed.
  • Self-motivated, working closely and actively communicating with team members to accomplish time critical tasks and deliverables.
  • Expert level experience in leading and communicating across project teams and team members in support project tasks and deliverables.
