About This Position

The Business Process Consultant will evaluate, optimize, and redesign operational workflows across key economic development initiatives. This role focuses on creating and translating public policy into actionable operational frameworks, streamlining business support services, and creating structured mechanisms for community engagement. The ideal candidate blends creativity, strategic management and expertise with a deep understanding of local government operations, economic development policy, and community stakeholder dynamics.

Job Description

Purpose:

Responsible for providing project support to Department Directors and the Department Executive Team. Provides consulting services to process leaders and team leaders. Analyzes, and presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Leads multiple process improvement teams
  • Develops project work plans, project management and periodic assessment
  • Facilitates the development of stakeholder analysis and communication plans for process improvement teams
  • Identifies, collects, and researches to complete data analysis
  • Makes recommendations to project teams and recommends organizational change utilizing appropriate talent
  • Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets
  • Develops and improves models and methodologies for the department
  • Reviews and critiques the work of functional team staff
  • Communicates project and program information to all levels of the organization

  • Knowledge of business strategies, objectives, planning, development and management processes and process improvement
  • Knowledge of performance measures Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes
  • Knowledge of research methodologies, cost/benefit, analysis, statistics and financial models
  • Skill in communication in a variety of formats including: print communication, electronic format, presentations and telephonic
  • Skill in providing internal consulting services
  • Skill in project management methods
  • Skill in negotiation of projects and program initiatives
  • Interpersonal skills to engage all stakeholders and facilitate accurate requirements to capture and manage stakeholders' expectations
  • Ability to look at situations systematically
  • Ability to work independently and with teams
  • Ability to understand, interpret and apply detailed and complex information
  • Ability to manage implementation of recommendations
Minimum Qualifications
  • Graduation with a Bachelors degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years experience related to the job.

Preferred Qualifications
  • Proven experience supporting policy development by creating multi-phase implementation roadmaps that translate broad policy directives into concrete departmental projects.
  • Demonstrated ability to manage relationships across diverse groups, including business owners, community advocates, and government leaders.
  • Experience facilitating stakeholder workshops, focus groups, and public listening sessions to ensure community needs inform program design.
  • Experience evaluating economic development programs and workflows to identify bottlenecks, redundancies, and gaps.
Notes to Candidate

The Business Process Consultant will work in tandem with the City Manager's Office with a focus on:

  • Translating economic policies and regulations into practical, compliant operational processes while providing policy guidance to city leadership.
  • Optimizing economic development operations by assessing current programs, addressing workflow gaps, and establishing standardized procedures and performance systems.
  • Improving small business support services by auditing and streamlining permitting, licensing, and grant processes, and creating metrics to track outcomes.
  • Leading community engagement by designing inclusive feedback systems, facilitating stakeholder sessions, and integrating public input into program and policy updates.

Location and Hours

City Hall

8:00 AM - 5:00 PM

Hours will vary depending on operational needs. Telework opportunities may be available.

Travel

If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Compensation

$75,950.00 - 95,700.00 annually
