Job summary

ARSIEM Corporation is seeking an IT Requirements Manager to coordinate use case identification, gather requirements, and align technology insertions with mission goals for a government client in Arlington, VA. The ideal candidate brings 5+ years of business analysis experience, strong documentation and communication skills, and a background in federal IT program

Qualifications

  • BS in Business Administration, Information Systems, or related degree, or HS Diploma with 7+ years of relevant experience.
  • 5+ years as a business analyst or requirements analyst.
  • Strong requirements gathering and documentation skills.
  • Experience with use case development and user story creation.
  • Knowledge of business process analysis and improvement methodologies.
  • Excellent facilitation and stakeholder management skills.
  • Experience with project coordination and tracking.
  • Strong analytical and problem-solving abilities.
  • Proficiency with BA tools and techniques.
  • Excellent written and verbal communication skills.

Responsibilities

  • Lead use case identification and prioritization activities with mission stakeholders
  • Gather and document requirements for technology integration pilots
  • Facilitate stakeholder workshops and coordination meetings
  • Translate mission pain points into technology capability requirements
  • Develop business cases and value propositions for technology insertions
  • Define measurable objectives and success criteria for pilot initiatives
  • Coordinate between technical teams and operational stakeholders
  • Document operational workflows and identify friction points for automation
  • Support governance review processes with business impact analysis
  • Develop metrics frameworks for measuring pilot and production outcomes
  • Create stakeholder communications and status reports
  • Manage requirements traceability throughout integration lifecycle
  • Support leadership alignment activities with briefings and documentation
  • Facilitate lessons learned and continuous improvement processes
  • Ensure pilot scope discipline and clear exit/transition decisions

This position will support one of our Government clients in Arlington, VA.

Minimum Qualifications
  • BS in Business Administration, Information Systems, or related degree; or HS Diploma and 7+ years of directly relevant experience
  • 5+ years of experience as a business analyst or requirements analyst
  • Strong requirements gathering and documentation skills
  • Experience with use case development and user story creation
  • Knowledge of business process analysis and improvement methodologies
  • Excellent facilitation and stakeholder management skills
  • Experience with project coordination and tracking
  • Strong analytical and problem-solving abilities
  • Proficiency with business analysis tools and techniques
  • Excellent written and verbal communication skills
Preferred Qualifications
  • Experience supporting federal cybersecurity programs
  • Background in technology assessment or capability evaluation
  • Knowledge of cybersecurity operations and mission environments
  • Experience with agile requirements management
  • Familiarity with cost-benefit analysis and ROI calculations
  • Experience developing metrics and performance measurement frameworks
  • Understanding of federal governance and decision-making processes
  • DoD 8140 IAT Level II
  • ITIL, CBAP, PMI-PBA
  • SaFE
Clearance Requirement

Must have an active Secret clearance and be able to obtain a TS/SCI clearance. Must be able to obtain DHS Suitability.
