Purpose

The Business Operations Manager oversees, directs, andmonitors business operations related to accounts, grants, and local capitalproject compliance for the Department of Public Works’ Infrastructure division.

Essential Functions

Leadership

  • Supervise accounting and administrative staff responsiblefor grant and local capital projects within the Infrastructure ServicesDivision, including the Sewer Maintenance Fund.
  • Review, advise, and instruct staff on the accurate recordingand reporting of accounting transactions in alignment with City financialpolicies and procedures.
  • Establish work priorities for staff to ensure timely taskcompletion and adherence to deadlines.
  • Collaborate with staff to ensure successful projectcompletion that aligns with the City’s best interests.
  • Communicate concerns, issues, and activities to thedivisional supervisors and staff, taking corrective action as needed.
  • Manage personnel matters, including recruitment, hiring,performance management and development, leave administration, and disciplinaryaction.

Accounting

  • Oversee the analysis of local and grant-funded projects,ensuring effective fund monitoring to support timely project initiation,execution, and closure.
  • Direct the review and analysis of the Wisconsin Departmentof Transportation (WisDOT) grant invoices, coordinating with City and WisDOTProject Managers and accounting departments to ensure all invoices are accurateand paid on time.
  • Review grant resolutions and grant sub-consultant contractsfor compliance with City and grantor rules.
  • Oversee the preparation of, or prepare, management financialreports for review by the City Engineer and Infrastructure Services Divisionsection heads.

Administrative

  • Direct the completion of or prepare various reports to otheragencies, including the Wisconsin Department of Natural Resources, theWisconsin Department of Transportation, and the Milwaukee Metropolitan SewerageDistrict.
  • Lead the preparation, coordination, and review of documentsrequired to be submitted to the grantor to reimburse the InfrastructureServices Division operating and capital grants.

  • Bachelor’s degree in Accounting from an accredited collegeor university.
  • Four years of progressively responsible experience performingaccounting-related functions.

Desirable Qualifications
  • Certified Public Accountant (CPA) Certification.
  • Master’s degree in Accounting.

Technical

  • Knowledge of accounting, budgeting, and financial managementprinciples.
  • Familiarity with accounting standards for governmentalentities, such as the Government Accounting Standards Board (GASB) guidelines.
  • Ability to learn various software systems, including theCity of Milwaukee’s FMIS.
  • Ability to manage capital projects, grant funding, andreporting processes.
  • Ability to understand, interpret, and apply the City’sbudgetary process and procedures.
  • Ability to read and interpret job-related materials, such asbudgets, reports, and correspondence.
  • Ability to accurately calculate budgeting, accounting, andreporting tasks using mathematics and statistical concepts.
  • Advanced skill in using standard computer applications suchas Microsoft Office, specifically Excel, to create documents, manage databases,generate spreadsheets, and prepare reports.
  • Ability to perform financial analysis and identifyopportunities for process improvements.
  • Ability to effectively carry out duties associated withworkplace compliance, rules, policies, procedures and programs.

Leadership

  • Ability to supervise and guide staff, setting performancestandards and effectively monitoring their progress and performance.
  • Ability to administer work rules, policies and procedures toensure consistent and efficient operations.
  • Knowledge of leadership principles and best practices.
  • Skill in coaching, counseling, and mentoring.

The current salary range(Pay Range 1HX) is$82,677-$105,223and the resident incentive salary range for City of Milwaukee residents is$85,158-$108,380.Appointmentabove the minimum is possible based upon level of experience and otherqualifications and is subject to approval.

Selection Process

THE SELECTION PROCESSwill be job-related and willconsist of one or more of the following: an evaluation of related education,experience, and accomplishments, an evaluation of written communication,interviews, and/or other assessment methods. The Department of Public Worksreserves the right to call only the most qualified candidates to proceed in theselection process. Information from the selection process will be used to makea hiring decision. Selected candidates will be transferred and/or promoted tothe position.
