Job Description

Business Officer – Davidson County Department of Social Services – Oversee fiscal operations, budgeting, procurement, personnel, facilities, and information technology for the Agency.

Responsibilities
  • Develop and manage a complex budget composed of multiple funding sources.
  • Review past budget trends, forecast future needs, and recommend budget amendments to the County Manager’s Office as necessary.
  • Complete timely reports to ensure receipt of Federal and State reimbursements and monitor program funding.
  • Reconcile accounts and reimbursements, ensuring accurate coding and approve pay vouchers before Finance submission.
  • Audit in‑house payments and collections, oversee state reimbursements, and review expenses for Social Services programs.
  • Develop contracts, oversee procurement processes, and intervene when vendors fail to meet contractual obligations.
  • Work with vendors to secure best pricing for leased equipment and research space utilization.
  • Oversee vehicle use, purchasing, and maintenance; prepare state‑mandated ADP plans for county and state approval for reimbursement.
  • Coordinate safety, maintenance needs for agency facilities and equipment; track performance‑based budgeting.
  • Provide supervision to staff assigned to this position.

  • Excellent written and oral communication skills and calculator use.
  • Adherence to federal, state, county, and department policies, rules, and regulations.
Physical Requirements

Perform basic life operational support functions (stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, grasping) and conduct sedentary work with occasional 20‑pound force. Visual acuity required for data analysis, accounting, and computer work. Workers may be exposed to weather changes and potential infectious bodily fluids during duties.

Education and Experience

Graduation from a four‑year college or university, preferably with a major in business, public, or hospital administration, and four years of administrative experience involving planning and management of a business or governmental program; or an equivalent combination of training and experience.

Licenses and Certifications

A valid NC driver’s license and access to a passenger vehicle are required.

Preferences

Prefer applicants with considerable computer experience, extensive Windows software and Microsoft Excel knowledge, and experience working in NC County DSS with the 1571 process.
