Job summary

Pamlico County Finance Department seeks a Deputy Finance Officer to lead professional accounting, banking, purchasing, supervisory, and administrative work supporting the county's financial operations.

You will supervise Accounts Payable and Accounts Receivable staff, oversee day-to-day financial activities, assist with general ledger, budgeting, audits, and financial reporting, and collaborate with HR/Payroll and Grants staff to ensure compliance with applicable statutes.

Qualifications

  • Considerable knowledge of accounting principles and practices; knowledge of governmental accounting, budgeting, purchasing, banking, and internal controls.
  • Ability to supervise staff; ability to exercise sound judgment; and ability to establish effective working relationships with County officials, employees, auditors, financial institutions, vendors, and the public.
  • Bachelor’s degree in accounting, finance, business administration, public administration, or a related field is required; experience in accounting or financial administration preferred.

Responsibilities

  • Supervises the Accounts Payable Technician and Accounts Receivable Technician.
  • Oversee day-to-day accounts payable and accounts receivable activities.
  • Reviews and authorizes purchase orders to encumber appropriated funds.
  • Performs authorized preaudit duties in accordance with the North Carolina Local Government Budget and Fiscal Control Act.
  • Performs daily banking and codes banking transactions to the appropriate accounts.
  • Monitors cash balances and transfers funds between the County’s central depository and investment accounts.
  • Reviews deposits, electronic receipts, ACH transactions, interest earnings, transfers, and other banking activities.
  • Assists with general ledger entries, account reconciliations, month-end, and year-end closing.
  • Assists with financial reporting and annual audit preparation.
  • Assists with monitoring departmental budgets and available appropriations.
  • Maintains internal controls over purchasing, banking, receipts, and disbursements.
  • Provides guidance to County departments regarding purchasing, account coding, budget availability, and financial procedures.
  • Collaborates with the Human Resources/Payroll Director and Grants Administrator on day-to-day financial activities.
  • Carries out delegated authority, as needed, to support continuity of financial operations.
  • Performs other related duties as assigned by the County Finance Officer.

General Statement of Duties

Knowledge, Skills, and Abilities

Considerable knowledge of accounting principles and practices; knowledge of governmental accounting, budgeting, purchasing, banking, and internal controls; ability to maintain and analyze accurate financial records; ability to supervise staff; ability to exercise sound judgment; and ability to establish effective working relationships with County officials, employees, auditors, financial institutions, vendors, and the public.

Education and Experience

Bachelor’s degree in accounting, finance, business administration, public administration, or a related field and experience in accounting or financial administration; or an equivalent combination of education and experience.

Experience in governmental accounting or local government finance is preferred.

Special Requirements

Must be eligible to perform duties delegated to a Deputy Finance Officer under Chapter 159 of the North Carolina General Statutes.

North Carolina Local Government Finance Officer Certification, or willingness to obtain applicable training or certification, is preferred.
