Job summary

Tlingit Haida Tribal Business Corporation (THTBC) is seeking a Business Manager to oversee the financial, contracts, HR, subcontracts, and procurement functions for a DoD contract at Naval Station Mayport, FL. The role emphasizes budgeting, forecasting, and reporting to leadership, with a 25% travel requirement and contingent upon contract award.

Primary duties include contract data management, proposal development, and compliance with SCA, CBA, and FAR/DFARS.

Qualifications

  • Five years of relevant experience in government contracting.
  • Strong knowledge of SCA, CBA, and FAR/DFARS.
  • Bachelor's degree in accounting, business management, or related field preferred.
  • Proficiency in Microsoft Office Suite; experience with Maximo preferred.
  • Must be able to access the government worksite and maintain a valid driver’s license.

Responsibilities

  • Oversee finance, contracts, subcontracts, procurement, and supply chain at the project site.
  • Ensure accurate financial accounting (revenue, costs, payroll, budgeting, A/P & A/R) and advise the Project Manager.
  • Manage contract modifications, pricing updates, and subcontractor agreements.
  • Support subcontractor and vendor administration and compliance.
  • Analyze and improve operational procedures and workflow.
  • Manage office records and ensure compliance with records management policies.
  • Provide regular reporting to senior and corporate leadership.
  • Support HR functions, including onboarding and labor relations.
  • Oversee purchasing, order reconciliation, and timekeeping support.
  • Adhere to company policies, procedures, and safety regulations.
  • Exercise supervisory responsibility to oversee daily operations, ensure task completion, and support overall contract performance.
  • Perform other duties as assigned.

About the Role

Responsible for all business management functions supporting the contract, including finance, HR, contracts, subcontracts, and procurement. What We’re Looking For
  • Five (5) years of relevant experience, including specialized work in government contracting.
  • Strong working knowledge of the Service Contract Act (SCA), Collective Bargaining Agreements (CBA), and Federal Acquisition Regulation (FAR/DFARS).
  • Bachelor’s degree in accounting, business management, or related field preferred.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
  • Effective written and verbal communication skills.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Physical Demands & Work Environment
  • Ability to sit or stand for extended periods while working at a computer or desk.
  • Frequent use of hands for typing, data entry, and handling paperwork.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
