  • Basic understanding of Government Compliance
  • Strong proficiency in Microsoft Excel (pivot tables, lookups, chart generation, VBA macros, etc.)
  • US citizenship is required

Responsibilities

  • Prepare material estimates for proposal submittals, understanding customer requirements through RFPs.
  • Collaborate with proposal technical teams to develop the estimating strategy and interface with various departments.
  • Select pricing methods for each item in the proposal and manage multiple priority proposals.
  • Ensure compliance with Customer and FAR/DFAR regulatory requirements and delivery schedule adherence.
  • Prepare Bills of Materials, CERs, and material price analyses to support pricing proposals.
  • Assist with fact-finding, government audits, negotiations, and ensure TINA compliance throughout the proposal process.

Northrop Grumman Mission Systems is looking for you to join our team as a Business Management Analyst - Material Estimating supporting the Material Estimating team for the Navigation, Intelligence, and Connectivity (NIC) division. The preferred location for this on-site position is San Diego, CA, but can also be staffed at our Woodland Hills, CA location.

What You’ll Get to Do:

Responsibilities include, but are not limited to:

  • Prepare material estimates for proposal submittals by:
    • Understanding customer requirements through RFPs and other requests
    • Collaborating and coordinating with proposal technical teams to develop the material estimating strategy, interfacing with Business Management, Global Supply Chain, Program Management, Program Office, and Pricing Organizations
    • Selecting appropriate pricing methods (e.g., PO History, vendor quotes) for each item included in the proposal
    • Working on multiple priority proposals concurrently
    • Ensuring compliance with Customer and FAR/DFAR Regulatory Requirements
    • Ensuring delivery schedule adherence
    • Supporting proposal reviews with detailed Bills of Materials and Cost Estimating Relationships (CERs), including accompanying supporting data
    • Preparing Bill of Material pricing templates to support proposal‑specific pricing models
    • Supporting risk and opportunity assessment, quantification, and analysis during the proposal estimating process
    • Preparing material price analyses to support business unit and GSC leaders in decision‑making as it pertains to specific pricing proposals
    • Supporting fact‑finding, government audits, customer negotiations, and certifications, while ensuring TINA compliance during all aspects of the proposal process
    • Interacting with various stakeholders, including but not limited to Global Supply Chain, Program Management, Pricing, and Business Management
Basic Qualifications:
  • Bachelor’s degree in Business Administration (Accounting, Economics, Finance, Management, Marketing, etc.) or Business adjacent degree (Mathematics, Risk Management) from an accredited institution with a minimum of 2 years of financial work experience.
  • Basic understanding of Government Compliance
  • Strong proficiency in Microsoft Excel (pivot tables, lookups, chart generation, VBA macros, etc.)
  • US citizenship is required
Preferred Qualifications:
  • Prior material estimating experience
  • Proposal experience within government contracting
  • Knowledge of FAR and DFAR
  • The ability to obtain a US Government Secret clearance

Primary Level Salary Range: $75,800.00 - $113,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
