Job Summary

The Arizona Department of Administration (ADOA), Enterprise Resource Planning (ERP) Division, is seeking a qualified Business Intelligence Manager to oversee the data engineering, analytics modernization, and reporting strategy for the State of Arizona's core business systems. Operating within the division responsible for managing AZ360—the state's comprehensive software suite that processes millions of transactions annually—the Business Intelligence Manager will lead a skilled technical team transferring CGI Advantage ERP financial, human resource, and budget data from CGI relational databases into a cloud-based Snowflake data lake. Furthermore, this position oversees data pipelines and unified analytics for AZLearns, the state's mandatory training and development portal powered by the Cornerstone OnDemand LMS platform. By architecting robust semantic layers and managing enterprise Power BI dashboards, the Business Intelligence Manager will play a pivotal role in delivering accurate, actionable analytics to state agencies, leadership, and the public.

Job Duties

Team Leadership & Capacity Building:

  • Supervise, mentor, and foster continuous talent development for a team of data engineers and BI developers.
  • Establish structured workflows to effectively evaluate, scope, prioritize, and process reporting requests across state agencies and organizational units.
  • Establish and operate an enterprise Power BI Center of Excellence (CoE) to upskill technical staff, drive data literacy, and promote self-service analytics adoption across a diverse, multi-generational workforce using proven change-management frameworks.

Strategic Vision & Inter-Agency Alignment:

  • Define and execute the long-term enterprise BI roadmap and overall reporting strategy for cross-departmental HR, benefits, payroll, and financial systems in alignment with broader ADOA priorities.
  • Standardize mission-critical Key Performance Indicators (KPIs) across state agencies, including vacancy/turnover rates, budget-to-actual variances, encumbrance status/commitment rates, revenue realization rates, invoice processing cycle times, procurement-to-pay cycle times, and other metrics established by leadership.
  • Create auditable, standardized reporting templates and enterprise data models to eliminate calculation discrepancies across public financial reports.

Cross-Functional Collaboration & Executive Communication:

  • Collaborate with administrative leaders, cross-agency stakeholders, and external oversight entities to capture and address evolving organizational reporting requirements.
  • Translate complex technical reporting architectures and data insights into concise, executive-level briefings and strategic recommendations for agency leadership.
  • Exercise sound judgment in guiding reporting initiatives through high-priority fiscal cycles, statutory deadlines, and critical operational milestones.

Data Governance, Security, and Compliance:

  • Design, implement, and enforce complex Row-Level Security (RLS) frameworks to strictly control data access on a need-to-know basis for sensitive payroll, benefits, and personnel records.
  • Oversee secure tenant management, capacity planning (Power BI Premium/Fabric capacities), and data storage/transmission standards to safeguard sensitive health (PHI) and financial data.
  • Maintain strict compliance with state public records laws, Freedom of Information Act (FOIA) requirements, and relevant privacy mandates.

Operational & System Support:

  • Provide after-hours and weekend support as needed for feature set releases, major system deployments, and critical operational efforts.

Skills in:

  • Interpersonal communications and establishing working relationships across diverse stakeholder groups.
  • Designing and deploying change-management frameworks to drive tool adoption.
  • Translating highly complex, technical data structures into transparent, citizen-facing, and executive-level business insights.
  • Project planning, coordination, and implementing large-scale BI initiatives.
  • Providing technical assistance, guidance, and coaching to lower-level workers and business partners.

Ability to:

  • Solve highly complex technical and operational issues.
  • Read, interpret, and implement complex technical information and solutions.
  • Guide and focus decision-making across disparate departments and hierarchies.
  • Synthesize facts, administrative opinions, and data inputs into actionable work plans and standards.
  • Exercise sound judgment and demonstrate continuous effort to streamline and improve operations.

Experience:

  • Minimum of 5 years of experience in Data Analytics and Business Intelligence (BI).
  • Minimum of 3 years leading and managing enterprise-level BI programs supporting large user environments (10,000+ active users).
