Arizona Department of Administration is seeking a detail-oriented Statewide Accountant 1 to support GAO Central Payroll and statewide agencies. The role focuses on payroll data, accounting policy guidance, and year-end close processes within AZ360 systems.

The position requires a bachelor’s degree in accounting (or equivalent) and strong knowledge of governmental accounting standards. Remote work within Arizona is possible, with a main office in Phoenix.

Qualifications

Responsibilities

  • Utilizes AZ360 HRM reporting to compile data for payroll processes and supplemental analysis.
  • Assists in statistical analysis of payroll processes to recommend improvements.
  • Uses AZ360 FIN and HRM to retrieve and review data files for management use.
  • Reviews own work to ensure accurate FIN and HRM documentation.
  • Enters data into AZ360 HRM for Direct Deposit Reversals and Warrant actions.
  • Reconciles Garnishment Refund General Ledger with supervision guidance.
  • Prepares adjusting entries in HRM or FIN to resolve discrepancies.
  • Reviews garnishment entries in HRM for accuracy and proper case numbers.

Job Summary:

The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF), is seeking a dedicated and detail-oriented professional to serve as a Statewide Accountant 1. In this vital role, the selected candidate will function as a primary point of contact between the General Accounting Office (GAO) Central Payroll and various State agencies, boards, and commissions. The position delivers critical functional assistance concerning the AZ360 HRM system, interprets and guides entities on statewide accounting policies and procedures, and provides essential support throughout the rigorous statewide fiscal and calendar year-end close processes.
The core responsibilities of this position encompass a variety of essential operational tasks critical to the state's financial integrity. The Statewide Accountant 1 executes precise data entry for payroll adjustments, conducts meticulous reviews of daily supplemental payroll transactions, and performs comprehensive general ledger reconciliations of payroll clearing accounts. Beyond daily operational duties, the incumbent is expected to actively evaluate workflows, recommending strategic process improvements and updates to standard work instructions as well as statewide accounting policies related to their primary functional tasks. All assignments must be executed in strict conformance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and foundational theories and concepts unique to a sophisticated governmental accounting environment.

Job Duties:
  • Utilizes AZ360 HRM reporting to compile data for payroll processes such as supplemental payroll for analysis and review for supplemental transaction approval.
  • Assists in statistical analysis of payroll processes for analysis to recommend process improvements.
  • Uses the AZ360 FIN and HRM applications to retrieve and review data files, analyze and compile the information derived into a standard format for internal and external management use.
  • Reviews their own work with diligence to ensure accurate preparation and processing of documents in FIN and HRM.
  • Enters data into AZ360 HRM for Direct Deposit Reversals, Warrant Cancellations and Warrant Replacements.
  • Assists in reconciling the Garnishment Refund General Ledger account with Supervisor by researching deposits posted, checks deposited and vendor warrants canceled.
  • Assists in general ledger reconciliations by comparing figures and noting discrepancies.
  • Prepares adjusting entries for in either HRM or FIN for resolution of discrepancies.
  • Reviews legal documents for completeness before entering into HRM.
  • Performs procedures to ensure compliance with garnishment orders by having appropriate correspondence notarized and mailed to Courts by prescribed deadlines.
  • Reviews entries of garnishments in HRM for accuracy to ensure case numbers are correct.
  • Reports problems to administrator or department head.
  • Uses judgment and experience to handle common agency questions and issues and elevate to Supervisor when necessary.
  • Makes recommendations for improvement. Applies knowledge and skills of own technical specialty.

  • Knowledge of the principles, concepts, practices, methods and techniques of government accounting, internal control structures, accountability, and fiscal management.
  • Knowledge of research methodologies, spreadsheet techniques, statistical sampling, quality assurance and final technical report referencing.

Pre-Employment Requirements:
  • A Bachelor's degree with a major in accounting from an accredited college or university, OR a Bachelor's degree in a related subject with a minimum of 24 semester hours in accounting courses and an additional 18 hours in business related courses.
