Qualifications

Position Overview

Under the supervision of the Budget Manager, the Business Intelligence Engineer II is responsible for maintaining and assisting with enhancing business intelligence solutions that support financial planning, budgeting, forecasting, performance management, and operational decision‑making across Harris County Public Health. The position performs intermediate-level data modeling, reporting, dashboard development, and data integration activities to ensure timely, accurate, and meaningful financial and operational information is available to stakeholders.

Duties and Responsibilities
  • Maintain and enhance financial reporting dashboards and reports to support departmental decision‑making and operational oversight.
  • Support budget development, monitoring, forecasting, and financial performance reporting across all programs and divisions.
  • Monitor and investigate data discrepancies, identify root causes, and coordinate corrective actions with internal departments and system owners.
  • Develop and maintain recurring and ad hoc reports that support financial management, grant compliance, performance measurement, and regulatory reporting requirements.
  • Provide technical assistance and training to users on reporting tools, dashboards, and self‑service analytics capabilities.
  • Document reporting processes, data definitions, and system procedures to promote consistency and knowledge sharing.
  • Participate in system upgrades, reporting enhancements, and process improvement initiatives aimed at increasing operational efficiency and data‑driven decision‑making.
  • Aid in preparing presentations, visualizations, and analytical summaries for executive leadership, auditors, and external stakeholders.

Education
  • Bachelor's Degree in Accounting, Finance, or related field.
Experience
  • At least three (3) years Finance or data analytics experience

  • Proficient knowledge of PowerBI.

Position Type, and Typical Hours of Work
  • This is a Regular Funded through Special Revenue position.
  • Monday – Friday | 8 am – 5 pm
  • Other days and hours as necessary.

  • This job operates in a professional office environment.
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • May require travel.
Physical Demands
  • This is largely a sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
