Position Overview:

The QuickBase Developer designs, develops, integrates, deploys, and maintains enterprise applications supporting Harris County Public Health (HCPH). The position serves primarily as a hands‑on application developer responsible for QuickBase solutions, workflow automation, system integrations, and secure data exchange between QuickBase, Electronic Medical Record (EMR) systems, databases, APIs, and other enterprise platforms.

Duties and Responsibilities:

Application Development & Configuration

  • Designs, develops, configures, tests, deploys, and maintains QuickBase applications, including relational data structures, forms, formulas, business logic, dashboards, reports, permissions, and application components. Develops new solutions and enhances existing applications based on approved business and technical requirements.

System Integration & Development
  • Develops and maintains APIs, QuickBase Pipelines, integration templates, interfaces, data mappings, and automated workflows supporting secure data exchange between QuickBase, EMR systems, databases, and other enterprise platforms. Troubleshoots and enhances integrations for reliability, accuracy, and performance. -Workflow Automation & Technical Enhancements - Develops automated workflows and technical solutions that improve business processes, reduce manual activities, enhance data quality, and increase operational efficiency.

  • Develops automated workflows and technical solutions that improve business processes, reduce manual activities, enhance data quality, and increase operational efficiency.
Application Maintenance & Production Support
  • Maintains production applications and integrations; troubleshoots application, workflow, interface, permission, and data issues; performs technical maintenance; and implements fixes and enhancements.
Security, Privacy & Data Compliance
  • Develops and maintains applications and integrations that safeguard PHI, PII, CJIS, payment card, and other confidential or regulated information. Applies role‑based access, least‑privilege principles, secure data exchange, auditability, and applicable security controls. Maintains working knowledge of HIPAA, CJIS, PCI DSS, and County information security requirements.
Technical Collaboration, Testing & Documentation
  • Provides technical input to BA, PM, and QA/QC resources during requirements, solution planning, testing, implementation, and change management. Participates in reviews, UAT, defect resolution, and deployment; maintains technical specifications, integration documentation, data mappings, and application documentation. -Other Duties as Assigned.

Education:

Knowledge, Skills and Abilities:
  • Advanced knowledge of QuickBase development, relational application design, formulas, forms, reports, dashboards, permissions, Pipelines, and workflow automation.
  • Knowledge of EMR systems and integration of clinical, administrative, and operational information across technology platforms.
  • Knowledge of APIs, REST services, JSON, SQL, integration templates, data mappings, interfaces, relational databases, and automated data exchange.
  • Knowledge of security and privacy requirements for PHI, PII, CJIS, payment card, and other regulated or confidential data, including HIPAA, CJIS, PCI DSS, access control, and audit requirements.
  • Ability to design secure, scalable, maintainable applications and integrations; troubleshoot complex application, workflow, integration, and data issues; translate approved requirements into technical solutions; and collaborate with BA, PM, QA/QC, cybersecurity, infrastructure, and program resources throughout the software development lifecycle.

Experience:
  • Experience developing enterprise QuickBase applications, QuickBase Pipelines, APIs/integrations, or solutions involving EMR systems and PHI, PII, CJIS, payment card, or other regulated information is preferred
Position Type, and Typical Hours of Work:
  • Full-Time | Grant-Funded Position
  • Monday – Friday | 8 am – 5 pm
  • May require occasional after‑hours, weekend, or emergency response support for deployments, system issues, or public health emergencies.
Work Environment:
  • Work is primarily performed in a standard office environment with extensive use of computers and enterprise technology systems.
  • Work may also occur at HCPH facilities or operational sites during implementations, deployments, or emergency response activities.
Physical Demands:
  • Primarily sedentary work requiring prolonged computer use, frequent keyboarding, and use of standard office equipment.
  • May require occasional movement of technology equipment or materials weighing up to 20 pounds and travel between Harris County Public Health locations.
