Job summary

About the Organization:

The Massachusetts Executive Office of Health and Human Services (EOHHS) seeks to promote the health, resilience, and independence of all individuals, families, and communities throughout Massachusetts. As one of the largest secretariat level agencies in Massachusetts state government, EOHHS serves nearly one in every three Massachusetts residents – including some of our most vulnerable children, youth, adults, and elders. EOHHS is comprised of 11 member agencies and the MassHealth program. This includes the Department of Children and Families (DCF) whose primary mission is to protect children from abuse and neglect. We do everything possible to keep children in our child welfare system safe. To this end, DCF provides a comprehensive array of services to children and families through a statewide network of 30+ DCF-staff offices in conjunction with community-based providers and informal resources.




The Business Intelligence Analyst supports child welfare programs through high-quality data, reporting, and insights. The position plays a critical role in ensuring that data is accurate, accessible, and effectively used across the Department of Children and Families and other EOHHS agencies. The incumbent will collaborate with other stakeholders at DCF.



This individual will report to the IT Manager - Reports & Data Integration for the Department of Children and Families and collaborate with other stakeholders at DCF.



The primary work location for this role will be One Ashburton Place, Boston, Massachusetts, 02108. The work schedule for this position isMonday through Friday, 9:00AM to 5:00PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days.



Key Responsibilities:


  • Partner with program, policy, operational, and technical teams to elicit, analyze, document, validate, and prioritize business, functional, technical, data, and reporting requirements for system and data products, including user interfaces, dashboards, reports, data extracts, data exchanges, and datasets.

  • Lead requirements-gathering, solution-design, and prototyping sessions for new or enhanced systems and data products, ensuring proposed solutions align with business processes, user needs, technical standards, and organizational priorities.

  • Collaborate with data engineers, software developers, report developers, and other technical partners to design, build, enhance, and implement dashboards, reports, data extracts, interfaces, exchanges, datasets, and related business intelligence products.

  • Lead and support system, user-acceptance, data, and regression testing to confirm that products meet documented requirements and are accurate, reliable, usable, and ready for implementation.

  • Help establish, document, and promote repeatable and scalable data-quality standards, requirements practices, development processes, and governance best practices across the organization.

  • Analyze data to identify trends, service gaps, performance issues, risks, and opportunities for operational improvements and improved program outcomes; communicate findings through clear reports, dashboards, and presentations.

  • Prepare and communicate reports on team and project status, progress, risks, dependencies, deadlines, deliverables, and resource requirements to stakeholders and organizational leadership.

  • Support the ongoing maintenance, monitoring, troubleshooting, and enhancement of system and data products in response to changing business needs, user feedback, data-quality findings, and organizational priorities.

  • Participate in on-call support when required by departmental or operational needs.

  • Perform related duties and special assignments as required.



Required Qualifications:


  • Business Analysis, Project Management, IT Management or other related experience in an IT environment, preferably working with various applications or other similar applications

  • Experience in business process modelling and reengineering

  • Strong understanding and knowledge of software development life cycle (SDLC)

  • Knowledge and familiarity with SQL

  • Ability to understand customer requirements, normalize them against current standards and present back a solution that fits the needs

  • Ability to work independently and in a team environment with varying levels; team members, peers, management, and business stakeholders

  • Excellent coaching, listening, presentation and interpersonal skills

  • Possesses the ability to own and maintain processes and standards and can say no when needed in the interest of the big picture.



Preferred Qualifications:


  • Experience with Power BI, including dashboard design and data modeling.

  • Experience and knowledge of Oracle SQL, with the ability to write and analyze moderately complex queries to support reporting, validation, and data analysis.

  • Good familiarity with Snowflake and Informatica platforms.

  • Exposure to or experience with advanced analytics and AI

Minimum Entrance Requirements:



Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.



Substitutions:


  • I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.

  • II. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.

  • III. A Master’s degree or higher in a related field may substitute for the required experience .

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
