The Oregon Department of Veterans’ Affairs has one (1) full-time opportunity available for a Program Analyst 3 (Business Development Representative) located at ODVA Headquarters in Salem, Oregon.

As ODVA's Business Development Representative, you will lead the Home Loan Program's business development, outreach, marketing, communications, and partner engagement efforts. In this role, you will increase awareness, understanding, and appropriate use of the ODVA Home Loan Program by building and maintaining relationships with eligible veterans, mortgage brokers and lenders, real estate professionals, veteran service organizations, housing partners, community organizations, and other stakeholders throughout Oregon. Through strategic outreach, education, and collaboration, you will help expand program participation, strengthen industry partnerships, and support Oregon veterans in achieving homeownership. This position serves as the Home Loan Program's primary public-facing representative, leading business development, outreach, and relationship management efforts across Oregon. You will promote the ODVA Home Loan Program through strategic marketing, industry engagement, presentations, partner education, communication campaigns, and digital outreach. The position also monitors outreach effectiveness, analyzes participation trends and market data, gathers stakeholder feedback, and recommend strategies to expand program awareness, strengthen partnerships, and support sustainable program growth.

This position requires successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems. A valid Oregon or Washington State driver’s license is required; must also undergo a Motor Vehicle Record (MVR) check, with ongoing monitoring as a condition of continued employment.

This position will be based out of ODVA's Salem Office; however, the successful candidate may be eligible for hybrid (work from home/in office) work schedule. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. ODVA will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position may require some travel to ODVA offices and sites on an as-needed basis. At ODVA sites, you will have access to a workspace, however, it may be shared with other employees.

On the first day of employment, all hires will be required to complete the US Department of Homeland Security’s Form I-9, confirming authorization to work in the United States.
