Job summary

JTEC Consulting LLC is seeking a Senior Business Architect with deep Oracle EBS Financials and USAF FM expertise to lead future-state design and implementation for a USAF modernization initiative. You will bridge Air Force financial stakeholders and Agile delivery teams to shape process design, requirements, and solution blueprints.

Responsibilities

• Collaborate with cross-functional teams to support financial modernization and MRO integration.
• Analyze current-state USAF financial management and maintenance operations to design future-state solutions.
• Lead requirements gathering, design workshops, and BPR for financial workflows.
• Develop process blueprints, functional requirements, KPIs, and solution documentation.
• Own Oracle EBS Financials modules (incl. DEAMS) and provide functional leadership.
• Partner with Agile/Scrum teams to ensure configurations meet requirements and auditability.
• Support CRPs, blueprinting sessions, testing, and solution validation.
• Present system demonstrations and educate stakeholders on capabilities and changes.
• Ensure quality standards, financial compliance, and alignment with business needs throughout the lifecycle.

Position Description

JTEC Consulting is seeking a Business Architect with deep functional expertise in U.S. Air Force Financial Management (AF FM), Oracle E-Business Suite (EBS) Financials, and Maintenance, Repair, and Overhaul (MRO) systems to support a critical United States Air Force (USAF) modernization initiative. In this role, the Business Architect will serve as a strategic liaison between Air Force financial stakeholders and technical execution teams driving future-state process design, requirements definition, solution blueprinting, and hands-on Oracle EBS implementation activities. This position requires demonstrated expertise analyzing complex financial management workflows, reengineering business processes, and ensuring target Oracle EBS solutions directly align with Air Force financial accountability and system requirements. Qualified candidates must have recognized expertise in AF FM, including Defense Enterprise Accounting and Management System (DEAMS), and hands-on experience integrating these financial processes with MRO systems.

Core Responsibilities

• Collaborate with cross-functional teams to support financial modernization and its integration with MRO operations
• Analyze current-state USAF financial management and maintenance operations to design future-state solutions
• Lead requirements gathering, process design workshops, and business process reengineering (BPR) efforts for financial workflows
• Develop process blueprints, functional requirements, KPIs, and solution documentation focused on financial reporting, accounting, and MRO integration
• Own one or more functional areas/modules within Oracle EBS Financials (including DEAMS) and provide functional leadership
• Partner with Agile/Scrum teams to ensure Oracle EBS configurations and development align with FM business requirements and auditability standards
• Support Conference Room Pilots (CRPs), blueprinting sessions, testing, and solution validation
• Present system demonstrations and educate stakeholders on solution capabilities and financial process changes
• Ensure quality standards, financial compliance, and business requirements are met throughout the implementation lifecycle

Requirements

• Current secret clearance (at a minimum)
• Bachelor’s degree in Finance, Accounting, Computer Science, Information Systems, or a related discipline
• Oracle EBS expertise: 10+ years of functional and business process experiencewith Oracle E-Business Suite, including hands-on functional configuration and full-lifecycle implementations
• MRO Business Process Engineering (BPE) expertise: 10+ years of experience in business process design, implementation, and transformation including hands-on experience working with MRO systems
• AF FM Expertise: Deep functional knowledge of US Air Force Financial Management processes including hands-on expertise with DEAMS
• Methodology:Demonstrated experience supporting ERP implementations in an Agile/Scrum environment
• Effective written and verbal communication skills to excel in a blended government-contractor environment
• Availability to work on-site
• Availability to support business travel, as needed

Preferred Qualifications

• Recent Oracle EBS/MRO Experience: Demonstrated experience within the past 2 years supporting USAF FM modernization programs, specifically Air Force MROi and/or MRO‑S
• Oracle Specialized Modules: Functional expertise or implementation experience with Oracle EBS Financials (GL, AP, AR, FA, CM) alongside familiarity with Oracle Complex Maintenance, Repair, and Overhaul (cMRO) or Oracle Enterprise Asset Management (eAM).
• Legacy Interface Systems: Familiarity with legacy Air Force logistics and financial interface systems (e.g., D035J/FIABS, SMAS, or related FMO systems) to inform data migration, transition, and cutover strategies.
