Qualifications

• Bachelor's degree in a related field is required.
• 3–5 years of demonstrated experience in business analysis, process improvement or corporate operations.
• Proficiency in Microsoft Office Suite.
• Excellent verbal and written communication skills.
• U.S. citizenship and ability to pass a High-Risk Public Trust background investigation.
• Prior DHS experience with familiarity in cybersecurity is desired.

Responsibilities

• Develop and document acquisition activities, system engineering activities, and supporting documentation required to reach program decision points across each acquisition pathway.
• Inventory existing IT and non-IT acquisition programs, contracts, systems, and investments across CISA.
• Develop assessment criteria to evaluate programs and investments for strategic alignment, business value, technical health, program health, and acquisition readiness.
• Support development of the portfolio governance process, including identifying stakeholders and documenting roles and responsibilities.

Overview Job Title: Business Analyst Location: National Capital Region (Washington DC and surrounding areas) Rivet Operations Company is looking for a Business Analyst to aid in gathering requirements and analyze data for the Cybersecurity and Infrastructure Security Agency (CISA) in the National Capital Region. The Business Analyst role is responsible for bridging the gap between business stakeholders and technical teams to ensure software and systems meet operational needs. This position analyzes acquisition programs, contracts, and investments across the agency and turns that data into recommendations that strengthen portfolio governance and improve acquisition outcomes.

Key Responsibilities

• Develop and document acquisition activities, system engineering activities, and supporting documentation required to reach program decision points across each acquisition pathway
• Inventory existing IT and non-IT acquisition programs, contracts, systems, and investments across CISA
• Develop assessment criteria to evaluate programs and investments for strategic alignment, business value, technical health, program health, and acquisition readiness

Requirements

• U.S. citizenship and able to pass a High-Risk Public Trust background investigation.
• Must possess a Bachelor's degree related to the field of work.

• Excellent verbal and written communication skills.
• Prior experience within the Department of Homeland security with familiarity in cybersecurity is desired.

Physical Requirements
