Job Description:

Ready to apply your facility asset management, planning, and budget planning skills to marquee projects that will impact our military community? Parsons is hiring a Planner/Budget Analyst for our expanding portfolio supporting a federal agency client.

Leverage our extensive experience and your planning expertise to advance your career. In this role, you will develop plans for facility asset management, exercising full planning responsibilities including interpretation, organization, coordination, and execution. You will liaise with internal and external stakeholders involved in various planning and design phases.

Responsibilities:

  • Plan, schedule, conduct, and coordinate detailed phases of planning on large, significant projects.
  • Forecast budgets and develop out-year budgets.
  • Gather, compile, and analyze data on economic, social, and physical land use factors.
  • Analyze facility data from multiple sources to support asset planning.
  • Develop strategies for allocating federal capital resources supporting the Capital Investment Plan.
  • Conduct cost/benefit studies, financial analyses, and other evaluations to inform capital planning.
  • Draft and update the Capital Investment Plan.
  • Represent the company at conferences, seminars, and meetings.
  • Perform additional responsibilities as appropriate, including preparing briefings, papers, and studies.
  • Apply Asset Management principles effectively.

Qualifications:

  • Bachelor's degree in Urban Planning, Finance, Data Science, or related field preferred.
  • 10+ years of relevant work experience.
  • At least 5 years of management experience.
  • Minimum 5 years of experience in capital planning and budget formulation for federal or commercial facilities.
  • Extensive Excel skills, including managing large datasets, scripting, and developing pivot tables.
  • At least 1 year of professional experience in programming or script writing.
  • Knowledge of the Federal Budgeting Process.
  • Proficiency in software tools used in asset management, cost estimating, and budgeting.
  • Strong written and oral communication, research, and analytical skills.
  • Thorough understanding of local and federal statutes, environmental rules, and regulations.
  • Proven leadership ability on projects.

Salary Range: $96,400 - $168,700
