Job description

Position Overview

The analyst works directly with leadership, supervisors, inspectors, administrative personnel, information technology staff, vendors, and partner departments to understand how work is actually performed; determine what information is needed to measure that work; identify where the information originates; and establish practical, sustainable processes for capturing it. When necessary, data is unavailable, incomplete, inconsistent, or unreliable, the analyst determines the cause and develops recommended workflows, procedures, forms, system fields, controls, or business requirements needed to produce dependable information.

The position administers and validates established key performance indicators, develops new measures as programs and service demands evolve, and evaluates workload, staffing capacity, service demand, productivity, cycle time, backlog, and resource utilization across Prevention Bureau assignments. The analyst connects operational workflows, employee responsibilities, information systems, performance measures, and organizational objectives to support fair, consistent, and evidence-based leadership decisions.

Duties and Responsibilities
  • Manage monthly, quarterly, and annual KPI reporting, including data collection, validation, reconciliation, and submission.
  • Maintain definitions, formulas, sources, owners, targets, and reporting rules.
  • Develop and review measures aligned with Bureau priorities, regulatory responsibilities, and customer service, considering quality, timeliness, compliance, and outcomes, as well as workload.
  • Analyze service demand, assignments, completed and pending work, backlogs, processing times, reinspection, and geographic and seasonal trends.
  • Develop workload models and staffing scenarios that account for case complexity, travel, leave, training, administrative duties, and emergency assignments to support equitable assignments and resource decisions.
  • Work with staff and subject-matter experts to document workflows, responsibilities, handoffs, system interactions, and controls. Identify data gaps and recommend forms, required fields, procedures, and system changes.
  • Establish data definitions, ownership, collection schedules, and validation standards.
  • Collect and analyze inspection, permitting, plan review, enforcement, facility, event, and customer-service data.
  • Apply quality checks, trend analysis, benchmarking, and forecasting to identify risks and opportunities for improvement.
  • Document limitations and protect restricted information in accordance with applicable policies and requirements.
  • Create dashboards, scorecards, reports, and presentations that explain findings and operational context.
  • Support leadership decisions, budgeting, staffing, strategic planning, performance reviews, accreditation, audits, Commissioners Court, and public information requests.
  • Coordinate process improvements that reduce delays, duplicate work, errors, and administrative burden while maintaining compliance and quality.
  • Develop procedures, job aids, and implementation plans; measure results and recommend corrective actions.
  • Serve as a business liaison for the Enterprise Fire Marshal Management System and related initiatives.
  • Document requirements and support data migration, configuration, testing, training, and implementation with HCFMO, Engineering, IT, and vendors.
  • Track project milestones, risks, and deliverables; communicate findings clearly; and maintain supporting records.
Other Duties and Responsibilities
  • Serve on committees, boards, workgroups, or project teams as assigned by management.
  • Perform assigned tasks safely and document and report accidents, injuries, or health exposures in accordance with accepted safety practices and HCFMO policy.
  • May be assigned to support any HCFMO division or emergency operation when directed by a supervisor or command staff member.
  • Perform administrative and other related duties as assigned.
  • The duties listed above are not intended to limit the assignment of work and should not be construed as a complete list of all duties normally performed or duties that may be assigned temporarily outside the employee’s normal line of work.
