Job summary

Guidehouse is seeking a Business Analyst Manager to support the Department of Homeland Security in Washington, DC. You will liaise with DHS leadership, translate business needs into clear requirements, and guide cross‑functional teams in strategy, policy, and transformation initiatives.

You will lead elicitation, analysis, and documentation of requirements, develop executive briefs, and support governance and performance management.

Qualifications

  • Bachelor's Degree required.
  • 6+ years of professional experience in business analysis, strategy, policy, program management, or related field.
  • Strong written and verbal communication for senior‑level audiences.
  • Ability to collaborate effectively in fast‑paced, high‑visibility environments with diverse stakeholders.
  • Experience with DHS, federal policy, or government strategy is a plus.

Responsibilities

  • Advise senior DHS leaders on strategic priorities, policy issues, and organizational initiatives that support mission objectives.
  • Serve as primary liaison between business stakeholders and technical delivery teams, translating needs into requirements and communicating constraints, tradeoffs, risks, and options.
  • Lead elicitation, documentation, analysis, validation, and management of business and functional requirements via interviews, workshops, and discovery sessions.
  • Analyze processes, identify opportunities, and translate needs into deliverables such as user stories, process flows, and functional specs.
  • Prepare executive briefings, reports, decision memoranda, and strategic communications for leadership.
  • Support governance, strategic planning, and performance management; coordinate executive meetings and action items.
  • Manage a small team of business analysts and process improvement practitioners; provide coaching and quality assurance.
  • Lead and coordinate cross‑functional teams and projects to advance DHS strategic outcomes.

This role provides high‑visibility, mission‑criticalsupport across six integrated task areas involving strategic alignment, analytics, automation, process improvement, executive secretariatsupport, and content development. The consultant will work closely with DHS senior leadership, cross‑component stakeholders, and strategicplanning teams to advance department-wide policy execution and long‑term strategic initiatives.Responsibilities include the following:Advise senior DHS leaders on strategic priorities, policy issues, and organizational initiatives that support departmental mission objectives.Serve as the primary liaison between business stakeholders and technical delivery teams, translating business needs into requirements while communicating technical constraints, tradeoffs, risks, and solution options in clear languageLead the elicitation, documentation, analysis, validation, and management of business and functional requirements through stakeholder interviews, workshops, process reviews, and discovery sessions, ensuring alignment with business objectives and strategic goals.Analyze business processes, identify opportunities for improvement and optimization, and translate business needs into actionable deliverables including user stories, process flows, functional specifications, and testing criteria to support solution design, implementation, and successful delivery.Prepare executive-level briefings, reports, decision memoranda, strategic communications, and other high-visibility deliverables.Support governance, strategic planning, and performance management activities, including coordinating executive meetings, tracking action items, and monitoring progress toward organizational goals.Manage a small team of business analysts and process improvement practitioners, providing coaching, quality assurance, workload management, and professional development support.Lead and coordinate cross-functional teams and projects, driving progress and collaboration across DHS components and stakeholders to advance strategic outcomes.What You Will Need:Must be able to OBTAIN and MAINTAIN a Federal or DoD \"PUBLIC TRUST\"; Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.Bachelor's Degree.SIX (6) years of professional experience supporting business analysis, strategy, policy, program management, management consulting, or a related field.Strong writing and communication skills for senior‑level audiences.Ability to collaborate effectively in fast‑paced, high‑visibility environments with diverse stakeholders.What Would Be Nice To Have:Experience supporting DHS, federal policy organizations, or government strategy and operations initiatives.Knowledge of DHS mission areas, including immigration enforcement, border security, counterterrorism, international affairs, or other homeland security functions.Familiarity with DHS headquarters operations, including policy coordination, Executive Secretariat (ExecSec) processes, and engagement with senior executives and political appointees. Experience developing current-state/future-state process maps, journey maps, service blueprints, and operating models.Experience supporting strategic planning, performance management, organizational modernization, or digital transformation initiatives within the federal government.Experience applying customer experience (CX) principles to evaluate and improve business processes, ensuring solutions are intuitive, effective, and aligned with the needs of end users and stakeholders.Demonstrated ability to analyze complex data, develop dashboards and visualizations, and translate findings into actionable recommendations for leadership.Experience with process improvement, workflow design, and automation tools (e.g., Power Automate) to improve operational efficiency and reporting.Exposure to AI-enabled analytics, data-driven decision support, or emerging technologies in a government environment.Experience supporting political appointees.The annual salary range for this position is $113,000.00-$188,000.00.
