Description:-
This position serves as the senior IT Business Analyst forMDOC's mission critical applications. Collaborates with MDOC clients and DTMBprofessionals to develop requirements, analyze data in support of projects,make recommendations for process and business flows, and develop consensus onboth business and system requirements. This position will take on a leadingrole in completing the activities associated with Request for Proposals (RFP),estimating costs to complete projects, establishing action plans, completingimpact analysis, and implementing test strategies. Serves as a liaison tovendors, and an IT system owner representing the agency for impact andstrategic planning. Engage with the MDOC in establishing and fulfilling theAgencies strategic goals and objectives through exemplary delivery of ITServices. Inform and escalated issues and risks in a timely manner. Participatein DTMB or statewide IT initiatives as necessary. Other duties as assigned.
Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of business analysis methodologies and processmodeling.
- Knowledgeof IT project planning, development, and implementation with the ability toapply that knowledge to the development of requirements and RFP narrative.
- Knowledgeof the Software Development Lifecycle and related methodologies e.g., Agile,CMMI, or other industry standard.
- Knowledgeof application development environments and related tools.
- Experience in the estimation, planning and forecasting ofprojects.
- Experience in the documenting and gathering business,functional or technical requirements for software projects.
- Abilityto effectively make oral and written reports and presentations.
- Advancedproficiency with all MS Office applications, MS Project and Visio.
- Abilityto draft requirements for Request for Proposals (RFP) for the procurement of ITsolutions and services.
- Abilityto perform project level analysis and produce project analysis documentationssuch as swim lanes, sequence diagrams, use cases, etc.
- Abilityto work on complex business problems, analyzing and evaluating current businessmethods and procedures for improvements.
- Abilityto direct and organize requirement capture activities; to establish projectgoals and objectives that support the DTMB and MDOC strategic plans.
- Abilityto identify problems, evaluate alternatives, exercise sound judgment, andimplement effective solutions; to develop and evaluate policies and procedures;and prepare reports.

EDUCATION:
- Bachelor'sdegree desired. Should be a degree in or related to: computer science, dataprocessing, computer information systems, data communication, networking,systems analysis, computer programming, information assurance, IT projectmanagement or mathematics.
