Job summary

Swank Construction Company, LLC seeks a Buried Utilities Project Manager to lead project development and preconstruction for private infrastructure and buried utility opportunities. You will work with owners, developers, engineers, and internal teams to define scope, evaluate options, and establish practical construction strategies before mobilization.

You will guide planning, estimate inputs, risk assessment, and coordination across business development, estimating, engineering, and operations

Qualifications

• The candidate must have a bachelor’s degree in civil engineering, construction management, or a related discipline.
• Minimum 8 years of progressively responsible construction experience in heavy civil, utility, or related fields.
• Strong skills in developing execution strategies, budgets, schedules, and risk analysis.
• Proficiency with plan review, design coordination, and contract documents.
• Experience with private infrastructure, buried utilities, broadband/fiber, or site development is preferred.

Responsibilities

• Serve as the primary technical and construction resource during project development and preconstruction.
• Define project scope, evaluate alternatives, assess feasibility, and develop execution strategies.
• Lead planning, constructability reviews, sequencing, logistics, and route planning.
• Provide guidance on trenching, conduit installation, permitting, and easement issues.
• Develop conceptual budgets, preliminary schedules, and planning documents.
• Identify and analyze risks across constructability, environmental, and contractual areas.
• Coordinate with business development, estimating, engineering, and operations teams.
• Guide estimating on budgets, pricing strategies, and scope gaps.
• Support proposals, client meetings, and pursuit activities with clear execution approaches.
• Ensure smooth turnover and alignment of scope, budgets, and schedules for operations.
