Job DetailsJob Location: City Hall - Madeira Beach, FL 33708Salary Range: $105,000.00 - $120,000.00 Salary

ROLES AND RESPONSIBILITES:

The incumbent in this position is required to meet all state and locally mandated code compliance and reporting requirements. Applies knowledge of building codes, policies, and procedures to the day-to-day. Supervises & trains building staff on statutes and code requirements. Performs highly technical work in plan review and inspection of commercial and residential building construction for compliance with the Florida Building Code, Florida Statutes, FEMA Floodplain Regulations, NPDES, and local ordinances.

  • • Performs commercial and residential building, electrical, mechanical and plumbing plan review and inspections to ensure compliance with approved plans and applicable codes.
  • • Performs plan reviews and inspections of varying complexity to ensure compliance with applicable codes, ordinances, and regulations; schedules inspection requests; record inspection results; confers with and interprets code requirements for contractors, engineers, architects, and property owners.
  • • Assists code enforcement personnel in the investigation of potential violations, including but not limited to erosion control, work without a permit, and unlicensed contractor activity.
  • • Performs stormwater, erosion, and sedimentation control inspections.
  • • Maintain accurate daily records of inspections performed and organize and process construction documents in MGO permitting software.
  • • Participates in meetings to answer questions from contractors, architects, property owners, and the public regarding building codes, floodplain regulations, and permit requirements. Keeps calendar and schedules appointments.
  • • Aids in coordination of post-disaster activities with all staff and maintains open communication with EOC throughout recovery
  • • Oversees Building Code Compliance and the Rental Inspection Program.
  • • Appears and offers testimony at Code Enforcement/Special Magistrate hearings when necessary.
  • • Attends Board of Commissioners public meetings when necessary.
  • • Assists the Community Development Director and Community Development Engineer with special projects.
  • • Handles managerial duties including development of the division budget, ongoing financial oversight, complaint response and management reporting for the Community Development Department.
  • • Performs any other duties as requested by City Manager.
Qualifications

QUALIFICATIONS AND EDUCATIONS REQUIREMENTS:

  • • Associate degree and a minimum (2) two years’ experience in the construction field including on-site construction experience or graduation from high school or possession of an acceptable equivalency diploma and four years of on-site construction experience required.
  • • Must possess valid certifications as required by F.S. 468 for Building Inspector/plan review and each additional trade, preferably building, electrical, mechanical and plumbing (residential and commercial).
  • • Must already possess a Florida Building Official License
  • • Communication, correspondence & field experience with Architects, Engineers, General Contractors, and property and/or homeowners experience preferred.
  • • Certified Floodplain Manager preferred, or ability to obtain Certified Floodplain Manager certification within one year of employment.
  • • Valid Florida driver’s license with an acceptable driving record .
KNOWLEDGE / SKILLS / ABILITIES:
  • • Knowledge of the Florida Building Codes, general construction practices, office management, fiscal responsibility and supervisory skills.
  • • Ability to read and interpret building and site plans and other construction documents.
  • • Ability to establish and maintain effective working relationships with the public and other City employees.
  • • Ability to deal with the public effectively, courteously, and tactfully.
  • • Ability to use computer and associated applications, i.e. Outlook, Word, Excel
  • • Familiar with digital permitting software i.e. Bluebeam, MGO or
  • • Ability to analyze administrative problems, to make sound recommendations for solutions and to prepare effective work procedures.
  • • Ability to express oneself logically and concisely, orally, and in writing.
ENVIRONMENTAL CONDITIONS:

Performance of essential functions may require exposure to adverse environmental conditions including construction job sites, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, electric currents, and construction site hazards.
