Job summary

Job Title: Building Manager

Location: 300 S 2nd St, Springfield, IL – Sangamon County

Salary: Range $4,836 to $8,553 monthly – commensurate with experience

Overview

Plans, directs and supervises the activities of a designated staff of Day Janitors. Inspects and monitors buildings and determines work standards and develops methods of improved standards for building cleanliness and overall productivity in the staff. Ensures that subordinate work assignments are completed. Daily approves request for leave slips based on operational needs and adjust staff to ensure all areas are covered. Provides input on staffing needs and discusses any personnel issues that may arise with Executive IV (Division Chief). Communicates daily with the Executive IV (Division Chief) on issues that may arise, communicates with building occupants/various agencies and generates work orders for work to be done in their respective buildings or as designated by Executive IV (Division Chief).

Duties and Responsibilities
  • Plans, directs, coordinates and reviews the activities of janitorial staff engaged in providing custodial care. Determines staffing needs requiring a high degree of knowledge and expertise in divisional operations and procedures. Determines that all standards are met by daily analyzing the tasks of the Janitors; ensures that each area of assignment has been completed. Investigates complaints affecting subordinate areas of assignment, exercises judgment and responsibility when determining prompt resolutions to area(s) of concern.
  • Develops, recommends and implements improved procedures for janitorial operations. Performs daily inspection of assigned facilities to ensure building cleanliness and janitorial productivity. Analyzes workloads of subordinate staff; determines the most effective method of utilization of staff and resources. Brings staffing needs to the attention of the Executive IV (Division Chief). Communicates daily with the Executive IV (Division Chief) to receive directives and to discuss any operational or procedural problems.
  • Generates work orders for repairs that are necessary in the building. Prepares written reports as requested by Executive IV (Division Chief). Attends divisional meetings as requested or required.
  • Approves request for leave slips based on operational needs. Maintains year at a glance sheet on each janitor. Discusses subordinate attendance concerns with Executive IV (Division Chief) and recommends disciplinary action if needed. May hear first level of grievances. Assigns overtime hours, when authorized to, ensuring that all applicable rules are followed based on the union contract, the Office of the Secretary of State Policy manual, Department of Personnel Rules and departmental policies.
  • Communicates via telephone or correspondence with various divisional management or other agencies as it relates to custodial care.
  • Responsible for monthly fire extinguisher inspections in various buildings and sends documentation upon completion to Executive IV (Division Chief). Communicates with Executive IV (Division Chief) in regard to Pest Control contractor for service. Will attend a 2 hour Asbestos Awareness Class.
  • Performs other duties as assigned or required.
Education and Experience

Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in engineering and two years of administrative experience, preferably including experience relative to building management.

Knowledge, Skills and Abilities
  • Requires extensive knowledge of the principles and modern practices of building management
  • Requires extensive knowledge of state and federal requirements for repairs, alterations and installations.
  • Requires working knowledge of county, municipal and state building codes and fire regulations.
  • Requires ability to establish and carry out a building operation and maintenance program.
  • Requires ability to maintain working relationships with administrators, employees and the general public.
  • Requires ability to exercise discretion and judgment in making important work decisions and to apply and interpret department policies and procedures.
  • Requires ability to adapt administrative directives, procedures and operations and to evaluate their efficiency and effectiveness.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires the ability to lift and carry 10 lbs.
