Position: Building Maintenance Specialist I

Starting Salary: Pay Grade 9 - starting salary $17.03 - $18.06 per hour

Work Hours: 40 hours a week

General Purpose

Perform a variety entry level semi-skilled carpentry, masonry, locksmith or painting duties as needed to complete daily building and facilities maintenance, construction and renovation in compliance with approved plans and building codes.

Due to the nature of the role and access requirements, additional pre-employment testing will be conducted as part of the hiring process. Specifics are listed in the Special Qualifications section.

Work under the general supervision of the Building & Grounds Maintenance Supervisor or Maintenance Lead.

Essential Functions

Perform a variety of semi-skilled duties related to the construction, maintenance and repair of county buildings and facilities; perform general maintenance on various types of building components and apparatus, i.e., motors, pumps, valves, bearings, floats, pulleys, belts, switches, relays, plugs, light ballasts, light photo cells, fuses, circuit breakers, timers, transformers, wiring, telephones, fire sensors, door hardware, roofing, floor and ceiling repair, dry wall, painting, caulking, concrete repair, etc.

Perform preventive maintenance on facility systems and equipment; maintain air conditioning system; boilers, domestic hot water systems, pumps, electrical systems, pneumatic controls, electrical and electronic controls, etc.; assist in preventive maintenance program development. Monitor status of buildings and facilities regarding safety standards; make recommendations related to the replacement or upgrading of facilities to comply with established safety codes and regulations; under journey level supervision, may assist with routine HVAC, plumbing, and locksmith duties. Perform rough and finish carpentry; maintain physical aspects of county buildings such as window and door frames, woodwork; fabricates shelving, repairs furniture; fabricates furniture; participates in all carpentry aspects of new construction, i.e., footings, foundations, framing, plumbing, electrical and electronic wiring, insulation, sheet rocking, painting, masonry, roofing, etc.

Perform custom concrete work; set forms, pour cement, finish flat work; may apply custom designing and stamping for effect and beautification; seal surfaces; lay brick, block and stone; may participate in pouring footings and foundations for new or remodel construction. Tape and texture sheet rock wall surfaces; perform custom painting of facility interiors and exteriors; mask various areas to protect surfaces; apply primers and various finish coats; utilize hand brushes, air brush and sprayers; apply paints, varnish, stain, etc.

Bonneville County has an expectation that employees maintain regular, reliable patterns in their work product and attendance.

May perform custodial duties such as vacuuming, floor stripping and refinishing, carpet cleaning, dusting, auto scrubbing, etc. on an as needed basis.

Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.

Perform other related maintenance and custodial duties as assigned or required.

Minimum Qualifications

1. Education and Experience:

A. Graduation from high school; plus, One (1) year of specialized training provide through trade or technical school related to the maintenance and construction fields, facilities management, construction management;

AND

B. Two (2) years of experience in building construction or building maintenance requiring skill in carpentry, plumbing, electrical wiring, painting and other related fields.

OR

C. An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Some knowledge of one or more specialty craft methods and practices, including carpentry, masonry, locksmith, painting, etc; general architectural engineering principles and practices; legal environment associated with building operations, i.e., OSHA and ADA; facilities maintenance; current methods, principles and practices of building construction, maintenance and repair; equipment and materials used in construction and maintenance operations; price trends and grades or quality of materials and equipment; hazard and safety precautions common to municipal maintenance and repair activities; legal environment related to safety and risk management practices and principles; current building codes, standards.

Some skill in the use of power and hand tools and equipment for specified crafts; air tools, and other tools required for minor repairs.

Ability to follow verbal and written instructions, maintain safety and risk management standards; maintain effective preventive maintenance programs; keep operating records and prepare reports; read and understand blueprints; establish and maintain effective working relationships with employees, other agencies and the public; communicate effectively verbally and in writing in the English .

3. Special Qualifications:

  • Must possess a valid Idaho Driver's License.
  • Must be available for 24-hour emergency call out.
  • Must be able to pass drug/alcohol testing, and a pre-employment background check which includes a thorough background investigation including a pre-employment polygraph examination.

4. Work Environment

Incumbent of the position perform typically outdoor work in the construction of various project. Tasks require variety of physical activities, generally involving muscular strain, related to walking, standing, stooping, sitting, and reaching.

Lifting requirements require frequent lifting in excess of 100 pounds.

Occasionally work near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals. Hand-eye coordination is necessary to operate power tools and equipment. Essential functions require talking, hearing and seeing. Common eye, hand, finger dexterity exists.

Mental application utilizes memory for details, verbal instructions, emotional stability, discriminative thinking and creative problem solving. Periodic travel required in normal course of job performance.
