Job summary

Network Rail Consulting (NRC) seeks a Building Facilities Lead for its Seattle office to guide planning, design, delivery and maintenance of critical facilities. You will manage building services, tunnel HVAC, life-safety systems and associated infrastructure, ensuring safe, reliable railway operations and cost-effective lifecycle performance.

The role requires strong leadership, multi-disciplinary collaboration, and expertise in asset management, maintenance planning, and regulatory compliance

Qualifications

  • Bachelor's degree in Facilities Management, Engineering, Asset Management, or related discipline.
  • Minimum 10 years in facilities/asset management or infrastructure delivery in rail or related sectors.
  • Experience managing operational facilities, depots, tunnels, or major infrastructure assets.
  • Strong knowledge of tunnel ventilation, HVAC and life-safety systems.
  • Experience with regulatory compliance, safety standards, and lifecycle cost optimization.

Responsibilities

  • Lead facilities management, asset management and maintenance strategy for operational assets.
  • Develop maintenance philosophies, RAMS, inspection regimes and renewal plans.
  • Oversee tunnel HVAC, emergency ventilation and BMS systems.
  • Manage building services, fire detection and suppression, and power distribution.
  • Coordinate with operations, safety, engineering and construction teams.
  • Review designs for operational readiness and commissioning readiness.
  • Develop operational readiness, transition-to-ops and maintenance acceptance processes.
  • Ensure regulatory compliance and safety assurance across facilities.
  • Support reviews of existing facilities and lifecycle cost performance.
  • Lead stakeholder engagement and deliver program support for projects.

Network Rail Consulting (NRC) is the international consultancy arm of Network Rail – the owner and operator of Britain’s mainline rail system. About the Role

NRC supports multiple US clients from our strategic locations in Washington DC, New York City, and Boston, as well as West Coast clients from our offices in California and Seattle. We are seeking a Building Facilities Lead for our Seattle location.

The Facilities, Asset Management, and Maintenance Lead will provide technical support and guidance on the planning, requirements, design, delivery, operation, and maintenance of operational and maintenance facilities. The role focuses on ensuring that buildings, facilities, and supporting infrastructure are developed and managed in a manner that supports safe operations, practical maintenance, regulatory compliance, and long-term asset performance.

The role will have specific responsibility for providing subject matter expertise relating to facility systems, including building services, tunnel HVAC systems, fire and life safety systems, emergency ventilation, mechanical and electrical infrastructure, and associated operational support assets. This includes ensuring that these systems are designed, commissioned, maintained, and managed to support safe and reliable railway operations, while also leading the development of functional requirements for facilities and critical infrastructure, ensuring operational, maintenance, safety, and asset management needs are clearly reflected throughout the design and delivery process. This includes input into the planning and development of maintenance facilities, operational buildings, railhead and logistics areas, tunnels, ventilation plants, emergency egress facilities, and associated support infrastructure.

The position will support reviews of existing facilities and infrastructure assets. This includes assessing current maintenance strategies, asset management practices, reliability performance, lifecycle costs, and regulatory compliance requirements. The role will identify opportunities for improvement and support the implementation of practical solutions that enhance maintainability, operational efficiency, asset reliability, and overall facility performance.

The successful candidate will provide leadership in the development of maintenance philosophies, asset management plans, inspection regimes, preventative maintenance programs, and renewal strategies for facilities and critical systems including tunnel HVAC, fire detection and suppression systems, building management systems (BMS), emergency communications, power distribution, and other operationally critical assets.

Required Qualifications
  • Bachelor's degree in Facilities Management, Engineering (Mechanical, Electrical, Civil, or Systems), Asset Management, Construction Management, or a related discipline.
  • Minimum 10 years of experience in facilities management, asset management, maintenance, or infrastructure delivery within rail, transit, transportation, tunneling, aviation, utilities, or other major infrastructure environments.
  • Demonstrated experience managing operational facilities, maintenance depots, tunnels, stations, or other complex infrastructure assets.
  • Experience with tunnel ventilation, HVAC systems, emergency ventilation systems, and associated mechanical infrastructure.
  • Experience managing fire and life safety systems, including fire detection, fire suppression, smoke control, emergency egress, and regulatory compliance requirements.
  • Strong understanding of asset management principles, lifecycle planning, reliability, maintainability, and whole-life cost optimization.
  • Experience reviewing engineering designs and technical submissions for operational and maintenance facilities.
  • Knowledge of maintenance planning, preventative maintenance programs, condition-based maintenance, and asset performance monitoring.
  • Ability to work effectively within multidisciplinary teams including operations, maintenance, engineering, safety, and construction personnel.
  • Strong stakeholder management, communication, and leadership skills.
  • Experience developing operational readiness, commissioning, transition-to-operations, or maintenance acceptance processes.
  • Knowledge of relevant industry standards, safety regulations, building codes, and fire protection requirements.
  • Proficiency with computerized maintenance management systems (CMMS), asset management systems, and Microsoft Office applications.
  • Ability to analyze technical, operational, and maintenance data and provide practical recommendations.
