Building Commissioner

Under the general supervision of the Mayor, the Building Commissioner is responsible for the enforcement of the Massachusetts State Building Code and zoning decisions as they pertain to the City of Gardner. The Building Commissioner manages the Building Department and oversees building and facility operations.

General Description

In addition to the duties set forth herein, in accordance with the Gardner City Code c. 160, Article VIII, section 160-21-24, establishing the position of Building Commissioner, the duties include those outlined in the code establishing a building code for the City of Gardner (the “City”), M.G.L., c. 143, the Massachusetts building code, the City Zoning Code (Chapter 675), including amendments, and other applicable laws.

  1. Perform administrative and technical work related to the interpretation, processing, and enforcement of the Building Code and Zoning Laws.
  2. Address questions regarding construction methods and materials used in buildings within the City.
  3. Review applications, plans, and specifications for construction, alterations, repairs, additions, and demolitions to ensure compliance with state and local codes, issuing permits, calculating and collecting fees, and maintaining records.
  4. Conduct field inspections to verify compliance with plans, codes, and laws.
  5. Inspect buildings under construction and upon completion for structural and safety conformance.
  6. Issue Certificates of Occupancy as required.
  7. Investigate complaints of code violations, take corrective actions, and issue notices or orders to address unsafe or illegal conditions.
  8. Perform annual inspections of various facilities including restaurants, liquor establishments, schools, and assembly places.
  9. Oversee maintenance of City Hall, including repairs, cleaning, outdoor maintenance, and supply ordering.
  10. Prepare payroll, employee attendance records, and supervise department staff.
  11. Manage the department budget and prepare reports, including an annual report.
  12. Recommend license and permit fees to the Mayor and City Council.
  13. Perform additional duties as assigned by the Mayor.

Qualifications

Bachelor’s degree in a relevant field or five years of supervisory experience in building construction or design, with knowledge of building materials, fire prevention, safety standards, and applicable laws. Certification as a Building Commissioner by the Board of Building Regulations and Standards is required, along with thorough knowledge of the International Building Code (2015 Edition) and the Energy Stretch Code.

Special Requirements

  • Proficiency in Microsoft Windows and related programs.
  • Effective communication skills with employees, the public, and officials.
  • Valid driver’s license.
  • Supervisory experience.
