Under general supervision of the Mayor, the Building Commissioner is responsible for the enforcement of the Massachusetts State Building Code and zoning decision matters as they pertain to the City of Gardner. The Building Commissioner is also responsible for the management of the Building Department and the oversight of building/facility operations.

General Description:

In addition to the specific duties and responsibilities as set forth herein, in accordance with the Gardner City Code c. 160, Article VIII §§160-21-24, establishing the position of Building Commissioner, the duties of the Building Commissioner shall be those set forth in the code establishing a building code for the City of Gardner (the “City”), M.G.L., c. 143. the Commonwealth of Massachusetts building code, the City Zoning Code (Chapter 675 of the City Code), including any amendments thereto, and any other duties set forth in the Massachusetts General Laws.

  • Perform administrative and technical work connected with the interpretation, processing and enforcement of the Building Code and the Zoning Laws.
  • Act on any question relative to the mode or manner of construction and materials to be used in the construction, alteration, repair, demolition, removal and maintenance of all buildings and structures within the City.
  • Receive applications, review plans and specifications for construction, reconstruction, alteration, repair, addition and demolition projects within the City to determine compliance with Massachusetts and City Codes, by ordinance and regulations relating to building, zoning, signs and architectural access; and in the issuance of building permits; calculate and collect fees, and the maintenance of associated records.
  • Perform field inspections of premises to verify that all work is being performed in accordance with the plans and all applicable codes and laws.
  • Inspect buildings and alterations to buildings under construction and upon completion for conformance with structural requirements and approved plans.
  • Issue Certificates of Occupancy when required.
  • Investigate complaints of alleged code violations and take appropriate action and issue necessary notices or orders to correct illegal or unsafe conditions, to require the necessary safeguards during constructions, to require adequate egress facilities in new construction and existing buildings and structures, and to insure compliance with all code requirements for the safety, health and general welfare of the public.
  • Perform annual inspections of restaurants, liquor establishments, nursery schools, private schools, places of assembly and other facilities as required in conformance with statute, code and local ordinance.
  • Oversee maintenance of City Hall buildings, which includes but is not limited to repairs, cleaning, opening and closing of facility, outdoor maintenance (i.e., lawn care, snow & ice removal) and order necessary equipment and supplies for said maintenance.
  • Prepare department weekly payroll and provide record of employee attendance to Personnel Department.
  • Employ and supervise, from time to time, such full-time or part-time assistance as may be required to accomplish the above duties, subject, however, to proper appropriations being made therefore.
  • Supervise the Local Inspector, Electrical Inspector, Plumbing & Gas Inspector, clerical and building maintenance staff.
  • Prepare and oversee department budget and any other necessary financial or department reports (i.e., Annual Report).
  • Make recommendations to Mayor and/or City Council for license and permit fees.
  • Shall perform additional miscellaneous duties and responsibilities as assigned by the Mayor.
Qualifications

Bachelor’s degree in field related building construction or design or five (5) years of experience in the supervision of building construction or design or a combination of education and experience.General knowledge of building materials, accepted requirements for building construction, fire prevention, light, ventilation, safe exits and the requirements of M.G.L., § 13A of c. 32 and the rules and regulations promulgated thereto pertaining to accessible design standards.Must have thorough knowledge International Building Code (2015 Edition) and Energy Stretch Code.Must be certified as a Building Commissioner by the Board of Building Regulations and Standards in accordance with the provisions of 780 CMR R7, the Rules and Regulations for the Certification of Inspectors of Buildings, Building Commissioners and Local Inspectors.

Special Requirements

• Ability to operate a personal computer utilizing Microsoft windows environment and other required programs.• Must have the ability to communicate effectively with employees, the general public as well as with other City and Commonwealth officials.• Must have a valid motor vehicle operator’s license.• Must have supervisory experience.
