The Building and Campus Services Manager plans, coordinates, and evaluates assigned campus services to maintain clean, safe, functional, and visually appealing College facilities and grounds. The position provides day-to-day oversight of the College’s contracted housekeeping services; directs landscaping, irrigation, and related exterior maintenance activities; supervises Building and Campus Services Technicians and Building Services Specialists; administers work orders and service schedules; monitors contractor performance and regulatory compliance; and supports campus events, weather response, and other operational priorities. The manager works closely with Facilities Management Leadership, College departments, contractors, and vendors to ensure responsive service and consistent campus standards.
Required Knowledge, Skills & Abilities

PHYSICAL / MENTAL DEMANDS AND WORKING CONDITIONS : The work is heavy work which requires the person to occasionally exert up to 100 pounds of force, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to grasp, lift, carry, push, pull, or otherwise move objects. This position requires the person to occasionally ascend/descend a ladder, scaffolding, etc. to perform the essential functions of the position. This position requires the person to frequently position self to move, lift, push, pull, work on, or operate equipment. This position requires the person to frequently position self to access materials that may be above head or at ground level. This position requires the person to use upper and lower body to exert force up to 50 pounds to grasp, push, pull or lift materials or equipment. This position requires the person to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. This position requires the person to judge, observe, and assess the accuracy, neatness, thoroughness of work assigned or to make general observations. Work is performed in both indoor and outdoor settings; when working outdoors this person is subject to extreme cold (temperatures below 32 degrees) and extreme hot temperatures (temperatures above 100 degrees). This position requires the person to communicate above ambient noise levels and exchange accurate information in various situations. Frequently exposed to hazards such as vibrations; close proximity to moving mechanical parts, moving vehicles, and/or electrical current; working on scaffolding and high places; exposed to high heat or exposure to chemicals, oils, and/or other cutting fluids; and frequently exposed to fumes, odors, dusts, mists, and gases. Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time. Work is performed during normal office hours as well as evenings, weekends, and holidays as required.
Preferred Qualifications
- Minimum (2) years of experience overseeing contracted custodial, housekeeping, grounds, or comparable facilities services, including service inspections and vendor performance follow‑up.
- Minimum (1) year of experience coordinating commercial landscaping and irrigation operations in a campus or multi‑building environment.
- Minimum (1) year of experience using a computerized work order system and performing contract administration, procurement, or budget monitoring.
Quarterly compliance training as assigned by institution
Typically, Monday through Friday during normal College business hours. The position may require early mornings, evenings, weekends, or holiday work to support special events, contractor schedules, inclement weather, or operational emergencies. Participates in after‑hours response or on‑call coverage as assigned. Rotate with the Facilities Management Administration personnel in their normal on‑call schedule.

- Plans, organizes, assigns, and evaluates the daily work of the Building and Campus Services Technicians and Building Services Specialists; establishes priorities and schedules; verifies time and leave; provides coaching and training; completes performance evaluations and addresses performance or conduct matters in accordance with college policy and procedure.
- Manages the repair and/or installation of fencing.
- Oversees a system that provides upkeep and maintenance of tractors and other grounds equipment, maintains maintenance records, and provides recommendations for the purchase of new equipment, disposal of old equipment on a timely basis in order to minimize operation cost.
- Serves as the primary college contact for the contracted custodial, pest control, waste management and landscaping providers. Monitors staffing, schedules, service levels, special projects, supply usage, and contract requirements; conducts routine inspections; documents deficiencies; communicates corrective actions; and verifies satisfactory completion of services.
- Coordinates campus landscaping, irrigation, turf, trees, shrubs, seasonal plantings, litter removal, and related grounds services. Develops routine and seasonal work plans and evaluates campus appearance, plant health, water use, and irrigation system performance.
- Inspects buildings, grounds, restrooms, common areas, exterior spaces, and assigned service areas to identify cleanliness, appearance, safety, irrigation, or minor maintenance concerns. Initiates work orders, assigns or routes work, and follows through to completion.
- Uses the College’s work order management system to review requests, establish priorities, assign work, maintain service records, communicate status, and identify recurring needs or service trends.
- Coordinates routine, preventive, seasonal, and project-based work with Facilities Management employees, housekeeping contractors, grounds vendors, and other service providers to minimize disruption to College operations.
- Provides physical assistance to Building Services and Campus Services including event set‑ups and tear‑downs, office relocations, irrigation operation and repair, manual watering when necessary.
- Develops service standards, inspection checklists, work procedures, and performance measures for assigned operations. Tracks contractor and departmental performance and recommends process, staffing, equipment, or service‑level improvements.
- Assists with the preparation and administration of assigned operating budgets. Monitors expenditures; develops cost estimates; requests pricing; prepares requisitions; reviews invoices and supporting documentation; and maintains appropriate purchasing, contract, inventory, and service records.
- Participates in developing scopes of work, specifications, solicitations, and contract renewals for housekeeping, landscaping, irrigation, waste, pest control, or other assigned services and manages their execution. Provides input regarding vendor selection and service performance.
- Ensures contractors, vendors, and employees follow applicable safety requirements, chemical handling and labeling practices, equipment procedures, environmental standards, and College policies. Maintains or verifies required safety documentation and facilitates assigned training.
- Coordinates campus support for special events, site readiness, seasonal activities, and periods of increased service demand. Communicates schedules, responsibilities, and completion expectations with affected departments.
- Supports campus response to inclement weather and other operational emergencies, including coordinating snow and ice removal, storm cleanup, irrigation shutdowns, water‑related issues, or urgent housekeeping needs. May respond outside normal business hours as assigned.
- Maintains inventories of assigned tools, equipment, keys, supplies, and materials; assesses condition and replacement needs; and ensures appropriate storage, security, and use.
- Builds effective working relationships with faculty, staff, students, contractors, and visitors; responds to service concerns professionally; and provides timely follow‑up regarding resolution.
- Performs related duties and participates in Facilities Management projects and institutional activities as assigned.
